Wolfe. Excise Police Merit Policy Studied The Indiana Alcoholic Beverage Commission is considering a new excise police merit policy aimed at making "sweeping revisions." ABC Chairman James Sims said the commission members "are hoping that the sweeping revisions which this policy brings to the administration of the excise police will provide the citizens of this state better law enforcement. "One of the truly unique requirements included in the policy is an annual merit review of each officer on the force," Sims said. "If they cannot meet the standards necessary to retain rank each and every year, they will have to step down. "We believe this is a first in law enforcement history in the State of Indiana, and we hope that its success will prove as a model for other agencies around the state," he said.
