"Twelve percent money would make the Highlands a real boom town. "As it is, I look for 1981 to be a very moderate construction year, probably no better than last year." Katleman and Miles, using a $4.1 million HUD federally insured loan, expect to have about 240 lots ready for builders by mid-summer. "The days of the compact house may be coming back.

It now takes a family income of $27,000 to $28,000 to buy the average Highlands home. That's unbelievable," he said. Wall Street optimistic Despite the bombshell which Joseph Granville dropped on the stock market recently, there is rising optimism about Wall Street among the 43 well-known economists polled each month by Robert Eggert of Sedona, Ariz. After Granville warned his clients to sell all stocks, the Dow Jones industrial average dropped 24 points in a single day. The panel of economists has told Eggert they think the Dow average, which has hovered around 940 the past few days, is headed for 990 within six months, 1,080 in a year and could reach 1,145 within 18 months.

Asked to name "best" stocks, these economists selected oilfield services and equipment, then drug stocks. The "worst" stocks, they think, are savings and loan shares; auto stocks were ranked second. Katleman and Omaha attorney Gordon Miles are the only stockholders in Highland Development Co. and related Indian Head Development Corp. The Highlands, he says, has more than 1,800 residents (some 570 families) who deserve a shopping center. And while Katleman has Lincoln City Council approval to go ahead with a center at Northwest Second and Fletcher streets, he hasn't pinned down a supermarket tenant, i "It would have to contain about 20,000 square feet," he explained. "I have letters of intent from 40 to 50 small shop owners who are interested in the proposed Highlands Plaza." The bottom line need, he says, is for long-term financing of the Center at an interest rate of something like 12 percent; he doesn't expect to see that until 1982.

That 12 percent would, of course, spur home building. Prices advanced at the open in all trading pits on what sources said was partly a continuation of Thursday's, rally. They also noted higher metals prices, lower interest rates and the weakened dollar, all of which tend to be positive for commodities prices. Reports that Kansas wheat-fields would get some needed rain over the weekend pressured wheat, as did selling by traders who were taking profits from Thursday's advances, a trader said. At the close, soybeans were 1 cent to 4' cents higher, the contract for delivery in March was $7.62 a bushel; oats were 1 cent to 4 cents lower, March $2.27 a bushel; wheat was IVi cents lower to 1 cents higher, March a bushel; corn was unchanged to 2 cents lower, March a bushel. However, he said, LES couldn't bring one; only a ratepayer could. The city's Charter Revision Commission refused to send to the City Council a proposal to either eliminate the payments or freeze them at their 1980 level.

Any revision would have to be taken to the voters for approval. LES contends that its rates are being forced upward by the ever-increasing payments and hopes the council will overrule the Charter Revision Commission and place the issue before the voters. 2 2' OCL 2.251 53 14 Decorot Ind 12 7 ft Rich Ex .25 25 88 RagonBr .12 7 17 Ronger Oil 41 1281 Ronsbrg .64 14 51 Roth Pocxg 89 Ravenl 6 7 Ravmdl .52 8 It Reading Ind 2 RltlnTr 37 REDM Ind 9 89 Refinem int 9 47 RefrigTr .36 4 12 RGypsm .24 10 11 RescCott .32 8 59 Resortlntl A 6 130 Resortlntl 7 zlOO Resortltl wt ..66 Resta Assoc 6 16 Rex Noreco 7 6 RHMed 2 35 RibletPd .12 7 3 Rich Tank 1 8 16 RchTpf 2.50 10 RMS Electr 17 1 Robintech 28 Roblin Ind 28 Rockwoy lg 6 5 Rogers .12 189 16 Ronco Telep 6 32 Rossmor Cp 22 10 Royl Bch 2 RPS Prod 43 RSC Ind .10 13 6 Rudd pf .56 1 Rusco Inds 67 RusslCp .68 7 14 Russll Burd 1 RylandG .72 8 5 Sage Enrgy 38 37 SageEgy wi 6 SolemCp .40 12 3 SonCMI 14 SriDpID 9.84 .2100 SnDpfl 2.47 1 SFRIEs 1.76 20 28 Sondgte .50 5 10 Sargent Ind ..65 Sounder .30 5 3 Schroder A 4 13 SciMngt .10 14 42 Scope Inds 16 4 Scurry Rain 82200 SbdAMII .50 5 1 Seolectro 11 9 Seaport Cp 17 Sears Inds 8 1 Sec Capitol 20 22 Seiscom Del 14 69 SelosCp .40 13 12 Selig Assoc 9 Semtech Cp 23 15 Servisco .44 4 7 Servo Corp 11 14 .249 8 3 SGLInd .339 7 3 ShornSt .369 37 69 Shawlnd .30 5 21 Shelter Res 11 Shopwll 8 31 Showbt 1.20 6 3 Sierracn .30 16 4 Sifcolnd .36 II 13 SikesCp 58 Silvercrest 46 bvl SimcoS .259 7 4 SMD Indust 4 Solid Sto Scl 15 33 Solitron DeV 19 574 SorgPop .48 7 1 Soundsin .20 7 SCEd PI2.V6 2150 SCEdpf 8.96 .25300 SCEdPf 2.21 1 111 103 76'4- VI Demi Oil .10 DelwFd 4 1 15 Deposit 1.92 4 20 26V41 3'A Vt Vll-Vt DeRose Ind 5 Desion Jwl 4 19 HuntMfg .32 HuskyOI .15 -I I I HCp .20 Digtcon Inc 24 32 24 Diodes Inc 7 IS Vk Discount Fb 3 Vli Dixico Inc 50 10 3 Vi Dome Petro 12 313 64 Domtar 2 4 19 23 Vt OorcliGs .16 II 280 20- Vi Downey .28 6 2 74-Vi Dreco Engy 17 137 20 Vi DrugFor .40 18 20 1714- 'It Dunes Hotel 31 153 23-'. LES will send the council a legal opinion written by Douglas Curry, LES general counsel. The opinion raises questions about the legality of the payments, which could increase to $5.6 million by 1986.

In 1980, the system paid more than $2.4 million. Curry said in the opinion "it cannot be said with certainty that LES should not be paying 5 percent of its gross retail revenues to the various property-tax-supported governmental entities. Likewise, there are substantial legal questions." Curry said the problems could be corrected either through state legislation or by revision of the city charter.
