Viet Buildup BONN (NANA) France is trying to interest West Germany in joint Franco-German industrialization projects in North Viet Nam. Such projects would par allel Franco-German projects Promoted Terry William Merritt, Mars 1 Hill, has been promoted to airman second class.' He is assigned to Travis Air Force Base, Calif.,' as a jet mechanic. He is the son of Mr. and Mrs. Archie William Merritt, 3114 Fourth Ave., East, Mars Hill. Junior CYO Will Meet At Scecina More than 600 members of the Junior Catholic Youth Organization from the Indianapolis Archdiocese will meet at Scecina High School tomorrow through Sunday in the eighth annual meeting of the organization. Keynote speaker at the opening session at 7:30 p.m. tomorrow will be the Rev. Kenny C. Sweeney, director of the Catholic radio and television apostolate and the Catholic Information Center. Franciscan Sister Clarence Marie, librarian of Marian College, will speak at the communion breakfast Sunday. The Most Rev. , Paul C. Schulte, archbishop : of Indianapolis, will celebrate the dialogue Mass at the school auditorium, at noon Saturday. The convention closes with a banquet at the school at 4:30 p.m. Sunday, at which the new officers of the Junior CYO will be honored. Discussion sessions on such subjects as ecumenism, youth, politics and dating will be held Saturday. High school-age representatives from each parish in the archdiocese, which stretches from Ohio to Illinois and southward from Marion County to the Ohio River, are expected. Clowes Protests Interstate Routes In Inner-City ! A protest against present routing of the proposed inner-city interstate highways today was sent to members of the Greater Indianapolis Progress Committee Inc., by Allen W. Clowes, president of Livable Indianapolis For Everyone Inc. Clowes, in a letter and presentation to the board, which met today, said the material presented deals with four facets of opposition. Object of the LIFE organization is to provide a "satisfactory location of the interstate highways which will best serve the needs of all the people of this community." Stoppage of the inner-city interstate highway construction is the avowed purpose of the organization. A North Vietnamese "technical mission" is now in France negotiating for. the construction of agricultural equipment and truck factories, agricultural chemical plants and steel mills. The mission is ordering from France paper mill equip, ment, mining machinery, custom-built tractors for work in rice paddies and equipment for a plastics plant. France and North Viet Nam Premier Ho Chi Minh's men are negotiating a tripling or quadrupling of the relatively small volume (13 million French francs in 1964) of French exports to North Viet Nam. Under the French proposals to West Germany, firms from the two countries would form consortiums for specific projects in North Viet Nam, with financing to be guaranteed by the two governments. The Bonn government regards the French proposals as an extension of Gen. Charles deGaulle's trade drive with Peking. France is negotiating similarly with Communist China for the construction there of complete French-designed and built plants. Ber-liot, the French truck producer, is reported on the verge of signing the first such agreement. " West Germany regards the French proposals as incompatible with this country's avowed support (but not direct participation) of the war in South Viet Nam. West Germany is, therefore, unlikely to join France in North Vietnamese industrialization. Bonn government sources say France, in approaching the Germans, has taken the position that North Viet Nam is not involved in the war, in South Viet Nam, which the French claim is a civil war. The sources here say French trading and commercial designs on North Viet Nam undoubtedly account in part for Gen. de Gaulle's insistence that the United States has lost the Vietnamese war and now must negotiate its ending. France's interest in building trade with north Viet Nam is linked here, too, with De Gaulle's obvious ambitions to make France a pre-eminent commercial power in the far East.
