Viet Buildup BONN (NANA) France is trying to interest West Germany in joint Franco-German industrialization projects in North Viet Nam. Such projects would par 757W FOR FOR INDUSTRY HOME allel Franco-German projects The sources here say French trading and commercial designs on North Viet Nam undoubtedly account in part for Gen.

de Gaulle's insistence that the United States has lost the Vietnamese war and now must negotiate its ending. France's interest in building trade with north Viet Nam is linked here, too, with De Gaulle's obvious ambitions to make France a pre-eminent commercial power in the far East. in Romania for the construction of chemical plants and power generating stations. A North Vietnamese "technical mission" is now in France negotiating for. the construction of agricultural equipment and truck factories, agricultural chemical plants and steel mills.

The mission is ordering from France paper mill equip, ment, mining machinery, custom-built tractors for work in rice paddies and equipment for a plastics plant. France and North Viet Nam Premier Ho Chi Minh's men are negotiating a tripling or quadrupling of the relatively small volume (13 million French francs in 1964) of French exports to North Viet Nam. Under the French proposals to West Germany, firms from the two countries would form consortiums for specific projects in North Viet Nam, with financing to be guaranteed by French proposals as incompatible with this country's avowed support (but not direct participation) of the war in South Viet Nam. West Germany is, therefore, unlikely to join France in North Vietnamese industrialization. Bonn government sources say France, in approaching the Germans, has taken the position that North Viet Nam is not involved in the war, in South Viet Nam, which the French claim is a civil war.
