differential means Texans paid $2030 million in production taxes last year while out-of-staters paid $592 million He said a flat rate of 336 cents per mef would have produced the same total amount of revenue but easterners and northerners would have paid $254 million more The Texas consumer's share would have dropped by the same amount he said But since production is declining a flat rate based on quantity would cause revenue to decline Wyatt said his committee would look at a combined "flat rate" and percentage of price approach To maintain the current revenue level from the tax a flat rate of 3 cents per mef coupled with 4 per cent of market value would be necessary he said He said a changeover from a tax rate based purely on price would not be an unmixed blessing to all Texans Man wins fight loses opponent AUSTIN (AP) James Chapman won his fight in the Texas Supreme Court Monday to keep the name of Ed Palmer II a potential opponent off the ballot for district attorney in an east Texas race Palmer mailed his application Feb 2 prior to the pm filing deadline But Calvin Guest state Democratic party chairman refused to accept his filing application and place Palmer's name on the May 1 primary ballot Guest said Palmer had not complied with the requirement that the application be postmarked on or before Feb 1 The Tyler Court of Civil appeals overruled Guest and ordered that
