In that debate, a remarkable effort by Nebraska in the Orange Bowl game on Saturday night was ignored. After Florida State had won against the Cornhuskers 18-16, Seminole Coach Bobby Bowden was asked what team deserved to be No. 2, assuming, of course, his team was No. Notre Dame is the second-best team in the country, Bowden replied, adding that he had to look out for his own team's interests.

No one asked about Nebraska, which had just played his Seminoles to a standoff. "Nebraska's a better team than I thought," Bowden said. So why not the Cornhuskers No. 2, to Florida State's No. Weren't they that much better? Come on, someone whose opinion matters needs to say something good about them.

Was winning their only way to respect? Nebraska played well enough to win the mythical national title on Saturday, which isn't won but awarded by a handful of voters, anyway. -President Clinton sketched out his agenda for the new year on Saturday, calling for action on his health care, crime, welfare and job training initiatives. In a radio address taped Friday at this seaside resort and broadcast to the nation Saturday, the president also spoke of the nation's sense of community and the obligations of its citizens to each other. "For too long, we've been coming apart rather than coming together," he said. But "in 1963 we've begun to reverse that and I'm grateful" He went on to preview his goals for the coming year, predicting that his health care reform plan would pass in 1994, and calling it "a good deal our families and our future." Saying that he planned to begin creating a system of lifetime education and training, he declared that a first step would be an education program that -begins by "setting high standards for our public schools and challenging every state to meet them." The House and Senate have passed separate bills to create voluntary academic standards for public schools. Turning to his developing welfare reform proposal, Clinton stressed its emphasis on work and responsibility, saying: "Those who can work should do so.

"I really feel strongly that if the sheriff had locked them up, she'd still be here and (so would) these two other victims." Richardson County Attorney Douglas Merz said officers had been pursuing the sexual assault investigation but were having problems getting cooperation from Teena Brandon and possible witnesses.

After the slayings, Merz said, some witnesses are now more forthcoming with information about the alleged IV, vide other details about the crime scene. He also declined to reveal what type of gun was used. He said that much of the investigation remained to be done. "We're still interviewing witnesses and trying to find out how they were acquainted," Merz said. "Anything I could give you now would be speculation." Brandon also went by the name Charles Brayman, Merz said.

Family members said that was her cousin's name. To friends in Falls City who knew her only a short time, Brandon dressed as a man and went by the first name of Brandon. Family members also said Brandon had suffered an identity crisis about three years ago and was portraying herself as a man. Linda Gutierres, whose daughter, Lana Tisdel, dated Brandon for a week, thinking she was a man, said the police knew that Brandon had reported being raped. "The cops knew all this time," Gutierres said.

Brandon's sister, Tammy, 24, of Lincoln said Teena called her on Christmas from a hospital and told her she had been beaten and raped by two men. The rest of the week, the Brandons talked with authorities, trying to find out why the men were not being arrested, she said. Tammy Brandon said she tried to convince her sister to come home to Lincoln after the assault JoAnn Brandon said they were particularly concerned because her daughter said the men had "threatened to silence her permanently" if she said anything about what pened. "I think she was getting the run-around (from authorities)," Tammy Brandon said. Richardson County authorities told Teena Brandon on Dec.

On Dec. 27, Tammy Brandon spoke with the sheriff and county attorney. She said she then called the state attorney general's office and they told her they would call the Richardson County attorney about the incident. She said the attorney general's office has a unit that assists county attorneys in prosecuting sexual assault and child abuse cases.

Although Tammy Brandon said she had not talked a lot with her sister recently, she said after the alleged rape they talked daily. The last time she talked with her was about midnight Thursday. She said she had wondered why she didnt hear from her on Friday. According to Tammy Brandon, her sister told her that authorities said they had found physical evidence concerning the rape and wanted to talk with her. Merz said Brandon failed to show up for an appointment to talk to investigators Thursday.

JoAnn Brandon said she suspects the men who allegedly raped her daughter might have known about the evidence and that's why her daughter was-killed. Merz said revenge was only one of several possible motives investigators were considering and that nothing had been ruled out Teena Brandon attended elemen- Ptease see KILLINGS on page 8A I cOlui; Index Book Bulletin Board Business Editorials Entertainment.
