The service is being arranged by RTB in Omaha, Cablevision of Lincoln and KUCV-FM, Union College's, fine arts radio station. RTB in Omaha, a nonprofit corporation, is taking applications for small decoder-receivers that will pick up RTB programming from the subcarrier signal of KUCV-FM, 90.9 Mhz. For those who qualify, RTB will provide the devices for no charge on permanent loan, according to Richard Parker, director of RTB. He said handicapped people can apply for one of the sets through the Library for the Blind and Physically Handicapped at 1420 which is a division of the Nebraska Library Commission; through the state Rehabilitation Services for the Visually Impaired, 1047 South SL; or directly through RTB, 3219 Cuming in Omaha, 68131.

Those who want a decoder-receiver must be certified as eligible by a doctor, nurse, library or through one of the state offices, Parker said. Radio TalkingJJook broadcasts 90 hours of programming each week, 6 a.m. to 10 p.m. Monday through Friday, and 9:30 a.m. to 2:30 p.m.
