The commission is trying to develop national rules to resolve interference problems between television stations operating on Channel 6 and the FM radio broadcast band for educational and noncommercial radio. This week, in announcing its intent to resolve the nationwide problem, the FCC suspended action on KZL'M's application, among others, for authority to increase its power from 10 watts to 2.880 watts and to transfer its signal from 895 MHz to 69.3 MHz.

Locally, the conflict has been between Omaha television station WOWT and two radio stations KZUM, a non-commercial station operated by volunteers, and Union College's KUCV. KUCV received permission earlier from the FCC to boost its power from 10 watts to 10.000 watts, despite opposition from WOWT. After the station began broadcasting at higher power and some Lincoln television viewers complained, the station offered to buy and install filters on television sets to eliminate its interference. Protest filed The KZUM application has been pending for almost two years because of WOWT's protests.
