"Quarterback traditionally has been a position characterized by stability and longterm tenure," says Leigh Steinberg, who represents many of the top quarterbacks in the game. Traditional football wisdom dictates there be familiarity of a quarterback with playbook terminology, that he has interaction with the receivers and line, which comes over time. Each year of stability adds to a quarterback performance. "Along comes the salary cap and it dims traditional football wisdom on its head. We have seen the most stunning shift of personnel in the modern Bstory of the NFL, both at the starting' and reserve quarterback levels." That shift brought new starters in three of the five NFC Central cities and possibly a fourth if rookie Trent Dilfer ,1 takes the job at lampa Bay.

Every team in the NFC West made a change, with San Francisco losing Bono, the Rams signing Miller and letting Everett go to New Orleans and the Falcons trading for Jeff George. Simms and Rypien, major factors in their teams winning the Super Bowl in this decade, were unceremoniously dumped.

Steinberg thinks the quarterback shuffle is a fad, an aberration caused by the newness of the salary cap. "I believe what was good financial wisdom in March will lead to disaster loo the field in November," be said. "As front-line quarterbacks go down to be replaced by inexperienced, low-paid backups, division races will be determined in many cases by that dropoff, "1 predict by the end of next year coaches again will insist it is more important to have a high-quality backup quarterback than a player at another position. The reality is, as the carnage and injuries pile up, there will be a hue and cry among coaching staffs to make the economic cuts other than at the quarterback position." 'ft- JLv BALTIMORE SUN Two weeks ago, former Nebraska quarterback Keithen McCant was still No. 3 on the depth chart of the CFL's Winnipeg Blue Bombers, relegated to holding a clipboard and charting plays.

Then, the Bombers lost starter Matt Dunigan for six weeks to a knee injury. Suddenly, McCant was No. 2. In Wednesday's game against Sacramento, backup Sammy Garza was lost for the season with a similar injury. He Keithen McCant left with Winnipeg trailing, and McCant became the top quarterback.

McCant an All-Big Eight quarterback for Nebraska in 1991, rescued a 31-28 Winnipeg victory against the Gold Miners. So desperate are the Blue Bombers, with only one healthy quarterback in camp, they've signed an Elvis impersonator Tom Porras to back up McCant Porras, an 36-year-old veteran who doubles as a lounge act with a big Elvis repertoire, spent time with Winnipeg last season, and most recently played with the Phoenix Rattlers in Arena ball "He knows the offense and he knows all the bars where he can do his (Elvis) gigs," said Winnipeg Coach Cal Murphy. Dallas Cowboys owner Jerry Jones used an interview in Playboy magazine to defend his hands-on management style, including his dumping of Jimmy Johnson and hiring of Barry Switzer. The Huskers, who play West Virginia today in the Kickoff Classic, finished last season rated No. 5 by the newspaper. In explaining why he picked NU as the top team, Moran wrote: "The narrow Orange Bowl loss to Florida State (18-16) reaffirmed the conviction and imagination of Tom Osborne's program and demonstrated how close Nebraska is to the top.

"Quarterback Tommie Frazier has emerged as a complete player, and four returning starters in the offensive line provide continuity." Arizona was the No, 2 selection, followed by Florida, Miami, Florida State in the top five. Rounding out the top 10 are Penn State, Alabama, Notre Dame, Michigan and Wisconsin. The teams in the second 10 are Colorado, Auburn, Virginia Tech, Oklahoma, Tennessee, UCLA, North Carolina, Southern Cat, Texas and Texas NU defensive tackle Christian Peter and his brother Jason expect to have more than 250 friends and family members at today's game at East Rutherford. Tommy Maddox returned to his old college stomping grounds Saturday when the Denver Broncos traded him to the Los Angeles Rams for a fourth-round draft pick in 1995. Maddox, who left UCLA after his sophomore season, will likely be the Rams' No.

3 quarterback behind starter Chris Miller and Chris Chandler. "It feels great it's good to be coming back to a place I've been before instead of a place that's altogether KFL NOTES new," Maddox said. "I'm excited about getting together with the team and getting to work." Maddox, who had refused to take a major cut in salary, said that while he wasn't actively seeking a trade, he "knew the cards were on the table." The 6-foot-4, 195-pound Maddox saw little regular-season action in his three seasons with the Broncos, although he was billed as Denver's quarterback of the future once John Elway retired. His main duty during the regular season was holding for kicker Jason Elam. In two years, Maddox started four games and took snaps in four others. He completed 67 of 122 passes for 548 yards with six touchdowns and nine interceptions. Rams spokesman Rick Smith said the trade for Maddox will "improve the whole quarterback picture." "Here's a kid who's 22 years old, as young as any quarterback coming out of college this year, and he's got two years behind him," Smith said.

"It's definitely enhanced pur position for down the road." Free agent comerback Deion Sanders has received contract offers from at least two teams and may decide where hell play this season by Monday, his agent said Saturday. Eugene Parker declined to identify the teams that have made an offer. Sanders is interested in playing for Miami, San Francisco, Kansas City, New Orleans or Atlanta. Dolphins general manager Eddie Jones said Friday that team officials believe they have "as good a shot as anyone" at signing Sanders, although a decision about whether to offer a contract had not been made. The Dolphins' concerns about their pass defense only reinforce a desire to sign Sanders.

During the preseason Miami allowed 281.6 yards passing per game and eight touchdowns. The Falcons placed rookie wide receiver Corey Dixon on injured reserve Saturday, only one day after he suffered a knee injury in a preseason game against the Atlanta Falcons.
