The family restaurant at 5505 0 St obviously is a popular place to celebrate a birthday. Mr. Steak awards a free steak dinner to any birthday celebrant 16 or older. Members of the Mr. Steak Birthday Club, open to youngsters 12 and under, get a free meal from the children's menu within 30 days of their birthdays.

They also get a slice of birthday cake and a birthday balloon. "And we also have a couple of waitresses who will sing to you," says owner Rob Logsdon. "And a couple who dont think that they can carry a tune. But it's nice. People like to feel special on their birthdays." Logsdon is no different "I remember coming in here on my birthday," he says.

"I really had something In common with everybody in here that day." Not everyone who visits Mr. Steak is celebrating a birthday. It only seems that way. THERE'S no mystery about what a place called Mr. Steak specializes in.

It's just like Mister Donut, Mr. Bike, Mr. Pizza and Mrs. Haircut To be confused about any of those businesses, you'd have to be a real Mr. Potato Head.

Steak is indeed the main attraction at Mr. Steak, but Logsdon likes to point out that "we're a lot more than just steak." Customers dont order steaks as much as they used to, he says. Fish and chicken dishes have' become popular with the more health-conscious patrons. When Logsdon purchased the restaurant 16 months ago, be dropped the standard company menu. That move, he says, was made because he felt the chain's prices were too high for a family-style restaurant and because he wanted to make changes in the menu.

Logsdon added several dishes, such as southern-style catfish and chicken-fried steak. He also upgraded the selection of steaks to include T-bones, New York and ribeye cuts. Lincoln's Mr. Steak has been open since 1973. One of 225 restaurants in the Denver-based chain, it is the only remaining Mr.

Steak in Nebraska. Two Omaha cafes closed earlier this year. The food at Mr. Steak will never measure up to that served at say, The Renaissance. But it is of a surprisingly good quality and is reasonably priced.

And if anyone has ever walked out of Mr. Steak still hungry, I'd like to know about it. All in aU, Mr. Steak is a good place to fMr.SteoltSSOSOSt. Hours: 11 a.m.

For 35.59, my wife enjoyed a fine filet of baked cod, served with melted butter. I ordered the mushroom and onion steak a filet of sirloin topped with mushrooms, onions and melted Swiss cheese. It didn't measure up to the cod, primarily because the onions had an unusual flavor. But the steak, mushrooms and cheese were more than adequate. Each was served with a choice of potato or rice and soup or salad.

The soup was cream of broccoli The salad bar is a pleasant surprise. Not every item is of the highest quality it does, after all, have artificial bacon bits but it is fairly large, with a wide selection of cold salads and seven different kinds of dressings. In addition to our entrees and salads, we were served a small loaf of wheat bread and three apple fritters at the beginning of the meal Later, a waitress appeared bearing a platter of small blueberry muffins. What with the entrees, salads, fritters and muffins, we enjoyed a wide selection of foods, without ordering appetizers or dessert ALSO WORTHY of menUon is Mr. Steak's standard of service, which is unusually high for a franchise operation.

Our waitress, who acted almost motherly toward us, made us feel as if we were in good hands. And she treated other customers, whom she'd obviously served many times, as old friends. "How are you?" she greeted one diner enthusiastically. "I haven't seen you in so long." After commenting on the cold weather outside, she said, "Let me warm you up" and set down a cup of coffee she'd brought with her. It's not every day you run across that kind of service.

Show" ranked first with a 35.4 rating and a 52 share of the audience watching NBC's "Family Ties" was second with, its bestever rating, 32.6. CBS' "Murder, She Wrote" was third with a 26.5 and: NBC's "Bob Hope Christmas Special" was fourth with a 24.8. Next came CBS' "60 Minutes," NBC's "Cheers," NBC's "Miami Vice," "Highway to Heaven," CBS' "Dallas" and NBC's "Golden Girls." For the second time in three weeks, ABC's "Dynasty," last season's top-rated series, slipped out of the Top 10. "Dynasty" ranked 12th, one notch behind ABC's "Monday Night Football" match-up between the Los Angeles Rams and San Francisco 49ers. NEW YORK (AP) NBC, paced by Bill Cosby and Bob Hope, won the weekly ratings competition and wasn't, hurt by the prime-time return of Mary Tyler Moore on CBS, according to figures released Tuesday by the A.C.

Niel-senCo. "Mary," a new sitcom that figures heavily in second-rated CBS' comeback plans, ranked 31st for the week. The premiere episode performed better than the canceled "Stir Crazy" did iri the Wednesday time period but didn't reach the networks' ratings projections. "Mary," which received generally favorable reviews, had a 17.1 rating and 26 share. Its companion comedy, "Foley Square," ranked 48th out of 71 shows with a 14.9 rating.

(A rating measures the percentage of the nation's 85.9 million homes with television. A share measures the percentage of the households with their sets on that were tuned in.) NBC's "Highway to Heaven" easily won the time period with the second half of a two-parter, finishing with a 23.1. The week before, "Highway to Heaven" had a 21.3 rating. Last week, NBC had seven shows in the Top 10, taking its eighth victory in 12 weeks of the 1985-86 prime-time season. NBC had an average rating of 18.2 to CBS' 17.2 and ABC's 14.5.

Season to date, NBC leads with a 17.9 to CBS' 16.9 and ABC's 15.8. For the week of Dec. 9-15, "The Cosby From Pickles Records 1. Christmas, Mannheim Steamroller 2. White City, Pete Townshend 3.

Cablevision can only afford to pay copyright fees for two distant stations. And KSHB, which is no longer as popular with Lincoln viewers as it once was, appeared to be the best choice for removal, Bates said.

Playing a part in that decision were the technical problems Cablevision has had with KSHB. The station, the only one of the three distant stations delivered to Lincoln via microwave, is fre-. quently knocked off the air by weather disturbances. Cablevision receives the signals of both WGN and WTBS via satellite. Video Hits 1, a service of the same -company that produces MTV, is less-than a year old.
