Chehalis police also apprehended a 17- year-old girl with marijuana in her possession. She was released to her parents. Randy Scott Olson, 18. Chehalis, was charged with driving while intoxicated and possession and consumption of alcohol while a minor.

Timothy Lloyd Edmonds, 19, Nipavine, was charged with illegal possession and consumption of alcohol while a minor. Both Edmonds and Olson are free on their personal recognizance. A water rate adjustment requested by Peerless Food Products was denied by the Chehalis City Council Moaday pending a thorough review of the city's present water-sever rate structure. The Chehalis firm, represented by manager Karl MuBer, had requested that a 'deduction be granted for water used in the manufacturing of products but not discharged into the sewer system. According to the current water-sewer rate structure, the sewer charge assessed is equal to the water charge.

Mailer argued, however, that the rate structure is unfair since it imposes an assessment for a sewer service not used. Councilman Ted Rambo told Muller the council is currently examining the rate structure and is aw are that changes will have to be made. The council is uncertain yet however, what changes are required, Rambo explained. Mayor Vivian Roewe told Muller the council could not grant his request, at present, because it would set a precedent which could jeopardize water- sewer rev en ws. She asked Holler to "bear with the council" untQ it can review the rate structure and mike some decisions.

Muller pressed the council to say when a decision might be made, indicating he does not want the matter to drag on indefinitely. Councilman Frank Pakar said, however, he does not the matter can be resolved in 30 or 60 days. It's going to take a lot rf hard study, be said. Pakir also reminded Muller that the city has bonds to repay and that the water-sewer system in 1973 "was losing money." There was discussion some months ago indicating the present water-sewer rate structure may not be generating enough revenue to meet long-term maintenance costs of the system.

Jay Haggard, city manager, indicated that an audit of city books should be completed within a month. At that time, auditors should have an idea of whether revenues are sufficient to meet costs and obligations of the water-sewer system. In other business, the council postponed the issuance of a call for bids for garbage collection services. The city currently has a contract with City Sanitary Company for collection services. Pakar has indicated be is opposed to issuing a call for bids.

He feels that the firm is doing in excellent job and does not want to risk losing the services of the firm. John Hall, city attorney, told the council Monday it could issue a franchise for garbage collection, removing the need to call for bids, but that it might have to divorce itself from the operation entirely. Under a franchise system, Hall said, the collection of fees would have to be ade by the hauler, not the city. MONSTERS A Centralia man was arrested Monday by Lewis County sheriffs deputies and charged with third degree assault following an argument which reportedly began on a citiiens band (CB4 radio and ended in a parking lot.

Deputies report Donald R. Keene, 38, wis driving a tnxk when be allegedly got into a dispute with another truck driver over the use of the CB radio. Keene reportedly met the other trucker when be stopped at the log dump, where the assault occurred. Keene and trucker left the log dump, but met again where the second trucker parked, deputies said. Keene was arrested there, later charged with third degree assault and released after posting a J250baD bond.

Deputies also report two arrests ia connection with the Thursday burglary of the Trojan Country Kitchen in Pe Ell Kenneth A. Hayes. 19, and Harold B. Reich, 22, both of Pe ED, were charged with second degree burglary. Haves was also charged with petit larceny and was in custody Tuesday in lieu of bail.

Reich was released on his personal recogniiance in lieu of 11,000 bail. Cigarettes and J30 were reportedly stolen from the restaurant during the burglary. Deputies also report the following arrests and charges: Thomas I. Church (also known as Thomas E. Spence), 19, Raymond.

He served in the U. S. Army in the Korean War. Survivors include his widow. SMrley Rochester; five sons, Frederick I.
