Foreman, who is ranked behind Ali as the top challenger to Frazier's title, has scored 33 knockouts. "Who else is going to recognize it (Bonavena-Foreman) as a title fight," said Bill Brennam, president of the World Boxing Association when told of the Oklahoma commission's action. But Brennan did say from bis home in Richmond, that "Frazier's going to have to do something and do it soon or there will be a movement to strip him of his title. "He's going to have to fight the No.

Johnson picked up $2,200 In last weekend's $40,000 Tucson for his second place finish, while Burton finished fifth and got $1,100. Burton now has won $43,935 on the year, Johnson $36,113, and Gus Lampo, Endicott, N.Y., $32,794 as the trio continue to make it a three-man race. Lampo finished 32nd at Tucson, winning $300.

This week, the tour moves on to Anaheim, for the $50,000 Winston-Salem Open with a $6,000 first prize. The finals are scheduled for Oklahoma City UP) The Oklahoma Boxing Commission announced Thursday It was withdrawing its recognition of Joe Frazier as world heavyweight champion and would recognize the winner of a planned bout between George Foreman and Oscar Bonavena in Oklahoma City this fall. The commission said it would refuse to recognize Frazier because of his "failure to defend his title against a bona fide contender in 16 months," or since Frazier won a unanimous decision over Muhammad Ali in New York March 8, 1971. The action of the commission and the announcement of the planned fight came in a news conference held by John Miskovsky, chairman of the commission, Dick Sadler, Foreman's manager and promoters of the contest. Also present was Loren Casina, vice president of Sports Enterprises, of Washington, D.C., who said his firm would carry the fight over closedciraiit television Miskovsky said the Oklahoma commission, established by the Oklahoma Legislature last year, acted after determining that Frazier "has not fulfilled the principal Dallas Camp Will Include Few Rookies Thousand Oaks, Calif.

(UPI) The defending Super Bowl champion Dadlas Cowboys open their 13th pre-season training camp Friday with 50 rookies expected to report. Only a slim minority of those rookies will be around when Dallas begins the regular season Sept. 17. Dallas is the first pro club to open camp, and gets started before everybody else because the Cowboys must meet the College All-Stars three weeks from Friday in Chicago. The Cowboys' two veteran quarterbacks Roger Staubach and Craig Morton will report to camp Sunday along with the wide receivers, and the rest of the veterans are due July 12.

Some of the players with the best chance to make the Cowboys' roster will miss the early workouts because they are members of the All-Star squad which tangles with Dallas July 28. Second-round draft choice Robert Newhouse, a flashy running back from Houston, is one of the All-Stars, as are linebackers John Babinecz of Villanova and Mike Keller of Michigan. Babinecz was one of Dallas' three second-round draft choices and Keller was one of the Cowboys' two third-round picks. Kodes, who never before has gone further than the second round in six starts here, didn't have the experience tn capitalize on Smith's weaknesses, however, and midway through the second set the American took command.

He had just dropped his service to Kodes to trail 3-4, but produced a pair of crisp volleys to break Kodes to pull up to 4-4, then go ahead 5-4 on his won service. Kodes, upset by a disputed line call, doublefaulted and Smith streaked in with a flashing forehand return to get another break and the set at 6-4. In the third set, Smith broke on the second game and reeled off the set at 6-1 in just 18 minutes. But he still hadn't stamped his authority on the match. With the score at 5-5 on Kodes' service, Smith passed the Czech with a lightning backhand and followed this with the gentlest of forehands to go 6-5 with his own service to come.

A deep drive followed by a smash from Kodes' despairing lob, followed by two booming serves, brought Smith to match point. He promptly double faulted, but the lapse was mementary. His next service was another good one which Kodes couldn't collect. Both agreed later that the match was over midway through the second set. "Up to then he had a bit of an edge, but then I started to roll," said Smith, who conceded that he "wasn't moving too well and was a little bit off balance not nervous but a little tight." "I have a chance, then Stan had a lucky shot which made him more confident but one ball doesn't win a match," said Kodes.

The women's top seed, Billie Jean King of Long Beach, will attempt to avenge her loss to Evonne Goolagong in the 1971 semifinals when the two meet for the crown Friday. Miss Goolagonng, a 20 year-old Australian, won the title last year, in her first attempt. Mrs. King, 28, has won three straight times the first in 1966. In the semifinal between Nastase the Romanian won the first three games, Orantes quickly levelled at 3-3, then Nastase reeled off another trio to take the first set at 6-3.

Then they cut at each other with rapier-like ground strokes, and the match was really won because Nastase had just that much more experience. The Romanian', long one of the world's best players on hard courts, has been playing a lot on wood recently. This has given him the extra speed necessary on grass. Although the match was short, it was packed with intelligent anticipation and strokes oiled to perfection. Nastase was unbeatable, but Orantes never allowed himself to be cut to pieces by the Romanian's lightning forays to the net.

Both men concentrated on their ground strokes, mixing them to both wings and varying the depth of their drives. But Orantes too often would produce a dream shot, then get excited and spoil his chances by overloading his drives or netting his volleys. over an hour and with every minute full of thrills. It will be Smith's second straight Wimbledon final. He lost to John Newcomlbe of Australia last year.

Smith started off badly in the semifinal, with Kodes serving well and reeling off the first three games. He never recovered from that setback in the first set, and it took him until the eighth game of the second set to regain some of his confidence. Until then, his service main weapon in his armory was not so destructive as usual and his backhand let him down, psychological advantage of, in a sense, calling the tune. And, if he plays without error, nursing his one-move advantage, he will wind up with the much more potent psychological advantage of taking the lead. Spassky arrived on time for the first-move ceremony.

Fischer was 20 minutes late. Both met backstage and went oato the stage of the exhibition hall for the draw. The referee, Lothar Schmid, gave each player an envelope. Spassky chose the one that notified him he would hold the pieces and that Fischer would choose. Spassky concealed the pieces and Fischer pointed to Spassky's left hand.

The champion opened his hand to reveal a black pawn. Fischer's face did not change expression though the player of the black pieces is at a disadvantage. Cassina and O'Grady said final details of the planned bout have not been irond out, but that it "probably" would be held in late September or early October. Or so most people think. It is a game of skill, all skill and nothing but skill; cool, absolutely, totally logical.

But there is a good deal of emotion with some people it is passion which perhaps makes chess closer to love than to poker. And there is at least one small element of luck, in the form of the first move. The player who makes the first move and it is always with the white pieces chooses the kind of game that will follow. Not the details, of cpurse, because the tactics, the specific moves, must be worked out as the game develops.

But he sets the over-all tone, the strategy. The first player, too, is always one move up on his opponent unless he missteps and throws a move away. Bobby Fischer and Boris Spassky have met before. Spassky has won three of their last five and two have been drawn. The Fischer mystique has not seemed to work in Spassky's case: he doEs not lose first a game, then his equanimity, then nis morale and, finally, the match.
