State Hospital Inmate Strays Out, Drowns A 24-year-old Indianapolis patient at the New Castle State Hospital died in a swirling creek less than a mile from the hospital last Saturday, The News learned today. The death of Teddy Abraham, 1121 Central, was attributed to drowning and exposure in the near zero temperature. Dr. J.

M. Mosier, superintendent of the hospital, admitted today that Abraham's death resulted from errors committed by the hospital staff. "It was definitely an error on our part," Dr. Mosier said, "that he wasn't recognized when he wandered away from the hospital Saturday morning." Dr. Stewart T.

Ginsberg, state mental health commissioner, said today he had ordered a full investigation into the case "to see whether there was any negligence." Dr. Mosier will give a full report of the case tomorrow at a meeting of state institution superintendents in Indianapolis, Ginsberg added. Abraham's body was found two days later by a hospital search party. He had plunged into the partly frozen creek and froze to death. There also was evidence of drowning, Dr.

Mosier said. BODY NOT RECOVERED FOR 2 DAYS The body was not recovered for 48 hours, Dr. Mosier said, because heavy underbrush hid the body. The victim's father, Joseph H. Abraham, 1121 Central, a food inspector for the CityCounty Health and Hospital said the hospital staff had cut medication for his son, which left him "dazed and confused." Dr.

Mosier admitted the dosage had been drastically cut, and added it is routine, but "might have been another error we made." The new patient became mixed with a group of patients who work in the kitchen and are allowed to roam the grounds, Mosier said. Teener Throws Girl From Roof By United Press NEW YORK-A 15-year-old boy, who talked incessantly of space travel, confessed to police last night that he lured a 7-year-old girl to the roof of an apartment building and threw her 13 floors to her death. Police said the boy, Francis Medaille, offered no explanation for his act of murder except that "I just got an urge." They said the girl, Catherine Hegmann, apparently had not been sexually assaulted.

The pudgy, bespectacled boy had flunked out of high school three weeks ago. Brothers at Cardinal Hayes Roman Catholic High School, a tough academic school to which admittance can 1 be gained only by competitive examination, said Medaille was bright but "a strange, strange boy." They said they had told his parents he neede psychiatric treatment. Police said Medaille told them he met Catherine in a downstairs hall of the apartment building, in which they both lived, shortly before 5 o'clock last night: He said he offered her "10c and a lollipop" to go up and help him "move a box on the roof." Medaille walked to a nearby police station and confessed. Detectives were at first inclined not to believe him. They said he had come in several times in the last few months asking to be locked up for imaginary crimes.

Schools Sign for Math Test More than 500 Indiana high schools so far have agreed to participate in special ninthgrade math and science tests beginning Monday.

But Indianapolis schools are not among them. Dr. Herman L. Shibler, general superintendent, said city schools have their own testing program and there is no money available for additional tests. Wilbur Young, state Superintendent of Public Instruction, said 541 high schools have ordered 50,132 tests for the science and mathematics fields for the state wide February 17-21 testing program.

Aim of the special tests is to determine how Hoosier pupils rank nationally and, as far as possible, compare with Russian students. Young, meanwhile, reported 513 of 709 high schools now teach trigonometry, 698 are offering first year algebra, 680 offer plane geometry, 622 second year algebra and 474 solid geometry. Only 20 offer calculus, he said, which usually is offered in the sophomore year of college. Young said 700 offer biology, 607 offer physics and 589 teach chemistry. "The science and mathematics picture," he added, "continues to exceed expectations." Copeland to Fight State for Back and Job Ross Copeland, 27, suspended from his post at the Muscatatuck State School last May after being indicted on two morals charges, has begun a fight to regain 10 months' back pay and be reinstated on the state payroll.

The Indianapolis man, who was an assistant to the former superintendent of the school for mentally retarded children, was fined $100 Monday on a "reduced" charge of assault. He said yesterday he was suspended with the provision that he would be reinstated when he was found innocent of the morals charges. "I have pleaded guilty only to a simple assault charge -a misdemeanor. I stand innocent of any morals charge," he said. Copeland said he agreed to plead guilty to the lesser charge because he felt he couldn't have obtained an impartial trial.
