The issue is the General Federation's proposal to include all state federations as members with annual per capita dues of 25c. The Bay State Federation is opposed. That affair is due to come before the convention officially later this week. Tonight the Massachusetts Federation will be concerned only as host for the formal opening of the convention with a dinner in Mechanics Hall.

The dinner will honor Mrs. J. Blair Buck, of Richmond, tiring GFWC president. The federation represents about 11 million members in the United States and countries. Massachusetts Paul foreign, A.

Dever and Boston's Mayor, John B. Hynes, will be guests at the dinner which will be presided over by Mrs. Grace Morrison Poole Reynolds, honorary GFWC president, and Mrs. Lewis C. Stevens, president of the Massachusetts State Federation.

Approximately 2,500 delegates are expected for the week-long convention. Early arrivals over the week end included about 200 from Florida, about the same number from Iowa and 10 from Arizona. State presidents and foreign group leaders including Mrs. Hikozo Tanaka, of the Women's Society of Yokosuka, Japan, were also holding conferences. Massachusetts leaders claim the support of groups in Rhode Island, Nevada, South Carolina and the District of Colummia in their opposition to the "universal membership" proposal.

(for half hour) to cover the finish. WFBM-TV will go on the air at 10:30 a.m. CDT to pick up the preliminaries. Its three cameras will bring the race from start to finish to television viewers. WIBC, through which the Mutual broadcast will be fed to the network, will have its own schedsule of broadcasts, to be handled by Sid Collins.

These will run from 10:15 to 11:30 a.m.: 11:45 a.m. to noon, 12:30 to 1 p.m., 2 to 2:30 p.m. and 3. to 3:15 p.m. Progress of the race also will be broadcast by WXLW beginning at 11 a.m.

Reports on the race will be carried by WIRE at 11:15 a.m. and 1:55 p.m. Quizmaster Bert Parks says this happened last week's "Break the Bank." on, A regular call was put through to a listener for the answer to a prize question which was a part of the broadcast. Parks said he got this response: "I didn't hear the question.
