Press Treaty NEW YORK, Nov. 30 (UP)-- A+vive the drafting of a treaty number of United States editors and publishers have expressed grave misgivings about the recent action by the United Nations to re- freedom of information. The U. N. last week elected a 15- nation commission to meet before March 1, 1951, to make another attempt at framing a convention. When this was first proposed two ded on* transmission of news and the right of correction. But the transmission treaty is not to be -opened for signature until the other one is completed, too, and it appears that some nations now want to curb rights granted correspondents in the treaty covering news transmission, Edwin D. Any opportunity to inform and clarify thinking of other nations about basic principles of a free press should not be lightly discarded." Canham was a member of the U. S. delegation to the U. N. conference on freedom of information held at Geneva in 1948. The chairman of the U. S. delegation at that conference, Sen. Wil- iiari Benton (D-Conn.) said he believed the unfinished treaty should be referred to the commission on human rights and not to a special committee. "Further, he said, "the makeup of the proposed committee is bad." Educational Job The nations elected to the committee are: Cuba, Egypt, France, India, Lebanon, Mexico, Netherlands, Philippines, Soviet Union, United Kingdom, United States, Ecuador, Pakistan, Yugoslavia and Saudi Arabia. If the committee is to function at all, Benton said, "it should include a higher proportion of nations with a long tradition of pres* freedom, for example, Scandinavian a.nd British commonwealth countries. In fact the present selection is so unhappy as to cast serious doubt in advance on any conclusions the committee might arrive at. "However, this does not mean that the United States should boycott the meetings of the group," Benton said. "We have a tremendous educational job to do in this area, and must seize every opportunity to make the great case we can and must make." Benton said the smaller nations appear to be trying to block the transmission treaty "until they can get it qualified with the restrictive exceptions they propose In the second."
