Saadra Jostes, general manager of United Cable Television of Northern Indiana, denied charges that the statiop waged a deceptive advertising campaign. Hammond Councilman James Balanoff, D-2nd, accused the cable company Thursday of misleading the public by advertising one month of free service of either Home Box Office or the Disney Channel without mentioning an installation fee. The fee is $7.50 if the customer brings the cable control box to the company's office Ruling upheld INDIANAPOLIS Indiana Bureau of Motor Vehicles Commissioner Michael Packard has upheld the license suspension of a Hammond man convicted of reckless homicide.

Packard's ruling upholds a proposal from BMV Hearing Officer Dave Nelson that John Best 6325 Garfield have his license suspended for six months in connection with a drag racing incident that resulted in the deaths of three people in Calumet City in March 1982. Best had managed to escape the license suspension because of a mixup in the transfer of court records from Illinois to Indiana. By the time Indiana found out about Best's convictions, the possible 18-month suspension he faced had elapsed. Nelson proposed, after a hearing last month, that Best be suspended six months for each count, the suspensions running concurrently. Packard upheld the proposal "in its entirety." The November hearing was in part due to the persistent efforts of Don Koerner, 238 Willimas Hammond, the father of one of the victims, who brought the matter to the attention of Indiana officials.

During the hearing, Best pleaded with Indiana Deputy Attorney General Arthur Small that he be allowed to continue to drive for work purposes. Small at that time indicated Best might qualify for a hardship license. Chief Fire Inspector Carmello Ricciardi said a cause for the blaze hasn't been determined, but arson has been ruled out. Couple guilty CROWN POINT A Lake County Criminal Court jury has found a Hammond couple guilty of charges of molesting two children. The jury deliberated three and a half hours late last week before finding Ellen and Melvin Pet-terman, of 48 Waltham, guilty of sexually abusing a 10-year-old Hammond boy and his 11-year-old sister. The crimes allegedly occurred March 19 at the Pettermans' former residence at 50 Webb St.

Judge James Letsinger scheduled sentencing for Jan. 9. Ellen Petterman is 37, and Melvin Pet-terman is 39. They could each receive up to 20 years in prison. Building burns HAMMOND A vacant building, the scene of several previous arson fires, has apparently finally been destroyed by another possible arson blaze. The fire department was called to 7740 Columbia Ave. early Friday morning to fight the fire in the two-story structure. The fire was started in two places, the department said.

The spokesman said fire fighting efforts were hampered by a train, which delayed one truck five minutes in arriving at the scene. No injuries were reported; an investigation was to be conducted. Loan sought GARY The Lake County Welfare Department will finish the year $600,000 in debt, according to its director. After that bleak assessment by Lake County Welfare Director Michael Madalon, the welfare board late last week approved seeking a $3.5 million dollar loan from the county general fund in order to open 1985 with a balance, and to have enough money to make January Aid to Dependent Children (ADC) benefits. Madalon said the loan is temporary, because the department should, by the end of January, receive $10 million in tax anticpa-tion warrants approved last week by the county.
