No other nation ever has dared face such an assignment on a 100% volunteer basis—• traditional American policy in peacetime. You have today the largest volunteer army that ftny nation has ever luccessfully recruited in peacetime. But this 'army is still short of the minimum strength required to do the job that you, through your Congress, have given it. The strength of your new Army [3 not found in numbers alone. It is also found in the intelligence, training and physical fitness of the individual soldier—and in his clear conviction that only a sfron^ America can be a pe«c«/u/ America. Shoulder to shoulder with this soldier are other volunteeri who are helping with the gigantic job of peace.
