THE TIMES Sunday, February W6 21 '76 Indiana Legislature Ends 7 slipped through the House 54-41. Two Republicans and 15 Democrats voted against it in the Senate, while eight Republicans and 33 Democrats opposed it in the House. Democratic leaders said they detested it, but the alternative was no new budget and automatic renewal of fiscal 1976 appropriations without provisions for inflation. Republicans said the program was one of fiscal restraint, heading off a general tax increase next year. "I am only hopeful history will not remember I was a member of the budget committee that helped draft this budget," said the normally conciliatory Sen.
