Don't shave a dog's coat down to the skin in winter, as a longer coat will provide more warmth. Owners of short-haired breeds should consider getting their pets a coat or sweater that covers the base of the tail to the belly.

While its never a good idea to leave dogs or cats alone in cars, it is can be especially hard during cold weather. A car can act like a refrigerator, holding in the cold and causing the animal to freeze to death. Make sure the animals have warm places to sleep off the floor and away from drafts. A cozy dog or cat bed with a blanket or pillow is best. Check outside water bowls every morning, making sure to remove ice so pets can drink.

TWO SCHOOL BOARDS Spring Hill and Henderson schools have each scheduled special board meetings Monday related to staffing. At 6 p.m., Spring Hill trustees plan to have a budget workshop related to high school staffing and scheduling. "We said we needed to have these students ready for English earlier," Carrell said. "The goal is always English, with bilingual or ESL English as a Second Language programs." Carrell found that the full immersion program the school used last year didn't help student performance as well as a dual language partial immersion program. Enter Lupe Lloyd, a bilingual education consultant from San Antonio. Lloyd teaches both dual and one-way partial immersion programs. "I wanted to develop a program that truly developed bilingual literacy," Lloyd said, "where students can speak, read and write in two languages." Lloyd, a bilingual teacher, said she started her program in 1993 and has worked with school districts across the state.

Rockwall ISD has been her biggest success. "We have had third-graders passing reading and writing in fourth grade," Lloyd said, "They were bilingual and bilit-erate. By the fourth and fifth grade, they were outscoring children in a regular program." Lloyd has been making visits SET SPECIAL MEETINGS ministration building, 3101 Spring Hill Road. "I'm seeing some really wonderful things in Pittsburg," she said. "They're coming through with flying colors." The program goes through only the first grade, but Lloyd said the school will add a grade each year. On her last visit, Lloyd said she was seeing the first-graders respond in English. "In the large group, that's very promising this time of year," she said. Pittsburg has chosen to use a one-way dual language program, meaning all the native speakers of one language are in a separate classroom.

The other option, a two-way program, would have a classroom with half native English speakers and half native Spanish speakers. Carrell said that is the most effective program, but would be near impossible to implement. "We don't have enough teachers to do that," she said. "Just about all of the teachers in the primary would have to be certified. This is the most effective program we could offer with Pittsburg's resources." Starting the program while students are in primary school ensures they will keep the bilingual and biliterate skills they've learned, she said.
