At this moment there is no definite information as to the action of the kaiser on the premiers resignation. It is known that the kaiser has apprehended for some time a movement of the kind on Caprivi's part, and has also been much disconcerted br the trouble which the educational bill has aroused.

While Lord Salisbury refuses to renew the modus vivendi there is nothing in this refusal to occasion fear of a conflict between this country and Great Britain. Bnt the storm of opposition has been gathering in force with every day, and from nearly all of Protestant Prussia has arisen a loud and resolute protest against the concessions which the bill proposed to the Koman Catholic laith. The immediate cause of Caprivi reti-ignation is said to be that at yesterday cabinet meeting the kaiser substantial! stated that he favored a material mod i-fication of the bill.

As Caprivi had stili-stantially stated in the landtag that he would stand or fall by the bill as it wits he felt bound in honor to resign. The kaiser's choice now is either to force the bill through as it stands or tdfiiccept Caprivi's resignation. The kaiser is known to be deeply attached to Caprivi, and it is thought that he may insist upon the chancellor remaining, and cat! upon the conservative and ultra-mon-. taues combination in the landtag to pass the bill. March 22. General Von Caprivi has returned from his visit to Hubertnsstock. in an.twer to the summons of the emperor. The chancellor is reticent as to the facts of the interview, except that, at the command of his sovereign, he has consented to withdraw his resignation and remain at the head of the cabinet. The chancellor had gone on Sunday with the determination to insist upon his resignation being accepted, but the emperor made earnest personal appeal, and brought about what is called a reconciliation.

This appeal is said to have been based mainly on the condition of tlie emperor's health and the fact that he was in no condition to face the strain that a change in the chancellorship would involve. The emperor is said to have explained that, his abruptness at the cabinet, meeting which led to the offers of resignation f-om Chancellor Yon Caprivi and Count Von Zedlitz Trtitzchler was owing to his state of iM-alth. and not. prompttid by any desire to humiliate General Von Caprivi. But, while consenting to remain as chancellor, tjt'iieral von Csiprivi insi.sted upon the emperor's accepting his resignation of the office of Prussbm premier.

The emperor was obliged, therefore, in order to keep Caprivi ohaii-oellor, to accept his resignation as Prussian premier.
