Pair "centralis position" to appeal to Democrats and independents. Lugar said the Republican Party has set as its immediate goal to win more seats in Congress in the 1978 elections. He said the party's best bet is in the House of Representatives where the GOP is currently outnumbered by the Democrats by about a two to one margin. The former mayor of Indianapolis said he has no direct plans to open an office in Lake County. Former Democratic Sen.

Vance Martke, who Lugar defeated in November, maintained two offices in Lake County in Hammond and Gary Lake County is considered the most Democratic voting county in Indiana. One of the immediate reasons for not having a Lake County office, Lugar said, was a decision not to create a political slush fund. He said such funds have been used to operate extra offices beyond those funds provided Congressmen. Lugar feels that such funds raised through dinners and other political fund raisers lend themselves to possible improper influence from large contributors. During (he campaing, Lugar rejected certain political contributions to avoid the impression of influence from certain organizations.

Lugar said there is a definite trend in the Congress to ban all types of improper influence through campaign contributions. He favors Indiana keeping the direct primary. Legislation was introduced by the Indiana General Assembly this year to repeal the direct primary basically because of the high cost of running a primary campaign. The measure was defeated. Lugar said he felt "safer" running in a primary last year for the GOP nomination than leaving that decision to a smoke filled room at a party convention.

In his first bid for the Senate, he was nominated at a GOP convention. He lost that year to Sen. Birch Bayh, JPPlea Refused HAMMOND Lake Superior Court Judge Cordell C. Pinkerton has denied an injunctioin to block a salary cutoff on June 30 for four North and Calumet Township Justices of the Peace. Justices Walter Ziemba and Stanley Kwiat of East Chicago, and Hoyt Brown and Mrs.

Vivian Reeves of Gary filed for the injunction and a declaritory judgment. They asked that North Township Trustee James Ginther and Calumet Township Trustee Dozier T. Allen be stopped from cutting off their salaries on June 30, the day the Indiana Legislature set for the abolishment of the justice of the peace offices in Lake County. Pinkerton said the wording "abolish" on the 1970 election ballot didn'tmislead the voters as charged by the four justices of the peace. They said in their suit that a 1970 ballot asked voters to "approve" or "reject" other issues.

Judge Pinkerton also said the four justices aren't entitled to salaries after June 30 when the offices no longer exists. The four had said that because of an injunction issued in 1970 which said the justices didn't have to run for office in the years 1970 and 1974, their terms don't expire until 1978. The 1970 injunction was granted because the Lake County Board of Commissioners hadn't given numerical designations to Lake County Courts and that voters wouldn't know which judge for which court they would be voting for. By THOMAS INKLEY Times Staff Writer Sen. Richard G. Lugar feels Republican voters may be their own worst enemy because of the candidates they generally pick in primaries. The freshman Indiana Republican says Republicans have a habit of going to the primary polls to pick the "most extreme" candidate. Lugar said this is the reason the Republican Party loses a lot of elections in the fall.

In order to win more offices throughout the country, Lugar said GOP candidates should have a more Speeder Arrested HAMMOND An 18-year-old Hammond man took police on a wild 15-minute high speed chase early Sunday before being arrested in the Gavit High School parking lot. Police said Joseph Robert Temple, of 7445 White Oak was charged with reckless driving, fleeing police, and resisting arrest. Police gave this account Temple was spotted speeding southbound on Indianapolis Boulevard shortly before midnight. After a patrolman began pursuit, Temple turned west on 173rd Street, crashed into a utility pole, then continued south on Baring Parkway. Temple sped down the one-way parkway in the wrong direction, before driving on a grassy median strip.

Temple then turned west on 175th Street, ran a stop sign at Northcote Avenue, and raced into the Gavit parking lot in an attempt to elude the patrolman. After making a number of turns in the parking lot, Temple got out of his car, and ran about 50 feet before being stopped by the patrolman. A second police unit was needed to subdue Temple. SUSPECT CHARGED CROWN POINT An East Chicago man has been charged in Lake Criminal Court with burglarizing a doctor's office. Valentino Delgado.

22, of 3929 Deodar was charged ith second degree burglary of the Professional Arts Building, 3926 Main East Chicago. According to court records. East Chicago Police found Delgado hiding in the office of Dr. Felix Millan. Death Ends Argument CHICAGO HEIGHTS A 23-year-old Chicago Heights man was fatally shot five times early today in the neck, chest and abdomen.

Jerry Potts, 1524 Portland was standing outside the Sound Track Lounge, 14th Street and East End. Chicago Heights, about 1:30 a.m. policesaid. when an argument resulted in the shooting. In custody for questioning involving the shooting is Bobby Hughes, 22.

1412 Parnell Chicago Heights. Police said Hughes and Potts were fighting when the shots were fired. Police were not certain who owned the gun. Potts was pronounced dead at St. James Hospital, Chicago Heights.

Burglar Wounded GARY A 36-year-old Gary man is in critical condition after being shot by a Gary policeman while trying to rob a grocery store Sunday. Police said Bobby Taylor, of 1020 Stevenson was found at 11:20 p.m.

inside the Buy Low grocery store at 2232 Grant St. When confronted, police said Taylor made a threatening move with a large screwdriver. Officer Ernest Williams, an eight-year veteran of the force, shot Taylor once in the chest, police said. Taylor had broken into the store from the rear, police said. Taylor is in Methodist Hospital, Gary.

3 INJURED IN CRASH ROSS TWP. The jolt that truck driver David Ross felt early today turned out to be a car that somehow got stuck underneath his semi. In the car were Richard Celmer. 22, his wife Barbara, and Tracie For-sythe, 16, all of Baltimore, Md. They were treated at Broadway Methodist Hospital.

Celmer told Indiana State Police that he was attempting to pass Ross's truck when suddenly his car was underneath it, without explanation. The accident occurred one mile south of U.S. 30 in I-65's northbound lanes. Ross told police he pulled over slowly to the side of the road after he saw the car had hit his truck. Woman Killed CHIGACO The 18-year-old girl friend of a Harvey man was shot to death early Sunday as she was riding in his car on the Eisenhower Expressway near Des Plaines Avenue.

The killer is still at large. Charles Whitry, 42, of Harvey, told police he and Cynthia Bradley, of 6425 S. Lowe, Chicago, were westbound on the Eisenhower when a late-model car they had passed earlier suddenly drew abreast. Whitty, the driver of the car in which Miss Bradley was riding, said the next thing he knew was "there was glass all and Miss Bradley was slumped in the seat next to him. Miss Bradley died about two hours later at a hospital, an apparent victim of a random shotgun blast.

Police said a state trooper, who was unaware of the killing, later pursued a speeding car which matched a description given by Whitty. The car, however, eluded the patrolman. No motive was given for the shooting. DENNIS JOHN MEDING Dennis John Meding. age 29.

IN 46303. Cards available at the luneral home. Pair Robs Residents HAMMOND A man and a woman tied up three Hammond residents and ransacked their apartment Sunday. Police said Fred Gilbert, 23, 7550 Columbia answered a knock at his door just before midnight to find a woman pointing a pistol at him. The two robbers entered the apartment and tied up Gilbert, his wife and a visitor, Eric Dongu, 20, of 6600 New Hampshire with telephone cord.
