Following his second visit to the plant in four days.

East Chicago fire inspector Matthew Zivich said Wednesday that Youngstown safety chief Bartley Brown would adhere to the code. Zivich said an inspection of a storage yard near the basic oxygen furnace revealed a rusted, leaking 55-gallon alcohol drum. The drum was emptied under supervision and the area covered with sand during the inspection. Alcohol gives off dangerous vapors, the inspector said. Zivich said other drums stored in the area contained solvents and most of them were non-flammable.

According to the code, drums should be labeled. Some of the drums were corroded so identifying marks were obscured, Zivich said. There were no "no smoking" signs posted in the storage area, he said. Failure to post signs is a violation of the safety code. The storage yard in a maintenance area near the BOF is between two roads and Zivich said company safety officials should make sure the drums are protected so no one runs into them.

Zivich said the tin mill storage area which he checked Friday is "orderly." This area was created when Youngstown collected 4.6 errant alcohol containers after a June 1 explosion of an alcohol drum. Four men were burned in the mishap and remain hospitalized. The drums were found in various areas throughout the plant.
