The new transmitter would be located on Calumet Avenue in the Robertsdale area south of the burned-out Standard Oil Warehouse. Plans call for a 400-foot guyed tower and a 20-by-30 foot transmitter building. Station officials hope to complete the move to Hammond by fall, 1971, when the station will convert from a a 1 1 black-and-white transmitter to a color transmitter. INDIANAPOLIS State School Supt. Richard Wells has recommended that the Department of Health, Education, and Welfare approve a grant to provide a new transmitter building and tower for WCAE-Channel 50-72.

The American Oil Co. announced in September that it has leased, cost free, five acres in Hammond to the educational station for the construction. The station is asking for $231,448 in federal funds. Total cost of the project will be $341,448. Dale Hartzler, director of the Division of Instructional Media and an assistant to Wells, said the station has received "top priority" among state media expansion projects by the superintendent's office.

THE STATE annually files a list with the federal government stating in the order of priority, the projects it wants approved. 'Dragon' Consumer Protection Bid Fails WASHINGTON (UPI) Advocates of new consumer protection laws admitted today they had struck out in the 91st Congress. But they promised to try again in the 92nd. The last prospect for final action on a major consumer bill 1 1 a Wednesday when the House Rules Committee on a 7 to 7 vote refused to clear for House action a Senate-passed bill creating a consumer protection agency. As passed by the Senate on a 74 to 4 vote, the bill would have set up an independent agency to represent consumer interests as well as a council of consumer advisers to report to the President. THE REJECTED House version was somewhat different, but opponents said the effect was the same to add new layers to existing overlapping bureaucracies concerned with consumer affairs.

Earlier, a committee-approved bill to let aggrieved consumers initiate class action suits against manufacturers was sidetracked in the Senate, while a comparable bill in the House was turned down in committee. A third major consumer bill, setting up minimum standards for warranties, also was consigned to a House committee pigeonhole. The Consumer Federation of America, a coalition of 180 consumer or consumer-oriented groups said it was "angered and distressed," not only at Wednesday's Rules action but also at the fact that so little consumer legislation of any kind had emerged from the 91st Congress. AMONG measures enacted so far have been bills to tighten restrictions on use of flammable fabrics in clothes, bedding, and furniture; to broaden federal meat inspection provisions; to give the government authority to take unsafe toys off the market; and to outlaw 1 roadcast cigarette advertising starting Jan. 2.

In addition, the Senate has passed a bill to require safe packaging of poison products, and a similar measure has been approved by committee for possible House action before adjournment. But so far as the big ones were concerned, "We'll just have to start over again next year," said Rep. Benjamin S. of East Chicago and Gary canceled. Ritz also noted IMI, which is headed by Norman G. Howard, failed to file annual corporation reports, filed financial responsibility bonds without being licensed to and kept offices open despite a September suspension. The firms license was suspended Sept. 16.

An Ocotber hearing upheld the suspension and allowed IMI until Nov. 18 to file briefs. RITZ SAID, the secretary of state revoked IMI's rights, privileges and charter Sept. 14 for failing to file annual reports for 19G8 through this year as required by law. The order said IMI issued a policy in April which was phony.
