THE TIMES Tuesday, May 11, 1976 Merrillville residents turned out Monday to question purchase of park land Park Purchase Debated MERRILLVILLE United as they were in their fight of low income housing, Merrillville residents are divided in recommendation for development of the abandonded tract. Mixed opinions on the purchase of the parcel at 57th and Harrison Streets were expressed at a special public hearing Monday night at Harrison Junior High School. A complicated solution was generally expressed, however. Residents said they do not want the low-lying area developed for multiple family construction, the zoning under which it is classified. But, they thought, the price tag of $210,000 for 21 acres was excessive for park development.

The equally complicated situation of what to do with the land was posed in alternatives presented by landowner G. R. Fogelson. When the housing and urban development contractor failed to renew option on the land, Fogelson offered two alternatives to town board: Merrillville could buy the land for municipal purposes or Fogelson would develop his land. Most residents who spoke at the session were concerned about flooding complications if multiple family units were built on the site.

The tract is in a low lying area. Drainage is an admitted problem in town. There were suggestions the town was bailing Fogelson out of a problem. There was the underlying concern Merrillville would buy the land because it was "running scared" from HUD. "You've got a shotgun at our heads," resident Paul Guist said.

"You should rezone this back to a flood plain in the master plan and let the owner sue us." There were residents who strongly urged purchase. A petition of 750 signatures was presented to the trustees asking not only purchase of the tract up for consideration, but acquisition of a surrounding tract as well. The name of the landowner was not disclosed until Monday night and then under pressure. When Merrillville residents asked who owned the property, town board president Floyd Fidler said, "Nobody knows." The audience didn't accept the answer. After comments were made, Fidler said it was Fogelson.

The parcel had been described as consisting of 21 acres. But in more detailed explanation Monday night it was learned the tract is 19.58 acres. There is no access to the property. The reduction of the land size brings the price to over $10,700 an acre instead of the quoted $10,000. Residents objected to having to choose between the two options recommended by Fogeison.

Citizens said the town should take affirmative action and not fear lawsuits. Trustees were purposely noncommital in purchase sentiment. Only one board member, Frank Martin, expressed open opposition to the purchase. Martin said not one penny should be spent on park land until drainage problems were taken care of. Other trustees said they wanted to hear what the people wanted before a vote was taken.

The issue was tabled until the town board meeting at 7 tonight. Lake County Council OKs Appropriations CROWN POINT The Lake County Council approved an emergency appropriation Monday to pay the county employes' insurance and hospitalization bill. The $140,000 federal revenue sharing fund approval must also be approved by the State Board of Tax Commissioners. Lake County Commissioner Martin Behnke, D-Hobart, said there were three alternatives to the group insurance and hospitalization bill. The county can reduce the benefits, appropriate additional money or have the employe pay the difference, Behnke said.

There would have to be a drastic cut in benefits in order to realize a savings and it isn't a practical alternative, the commissioner said. Behnke termed the lack of funds an "unfortunate situation, not unique to us." A three-alarm fire destroyed the Great Lakes Warehouse Corp. Remains building Monday night. Firemen were still dousing the blaze at 7 a.m. today Smolder at the 10th Avenue and Massachusetts Street site in Gary.

The native of Clay County, Indiana, was a member of a variety of environmental organization in the Calumet Region and Illinois. 3 Car Crash Injures Pair HAMMOND Two persons were injured in a three-car crash near 173rd Street and Southeastern Avenue on Monday.

Injured were Miss Kimberly Beyer, 17, of 7560 Woodmar and Tamera Mason, 9, of 837 State both of Hammond. They were treated at St. Margaret Hospital in Hammond. Police said at about 6:50 p.m. a car driven by Miss Patricia K.

PATRICK M. BENSON An $8,198 general fund emergency appropriation was unanimously approved for the Ross Township Assessor's employe salary and equipment.

Assessor Walter Catlow said 50 per cent of the county's assessed valuation increase occurred in Ross Township. Also unanimously approved was $67,735 from Motor Vehicle Highway funds for pavement striping of 163 miles of roads. A federal program will reimburse the total amount. Councilman Syd Garner questioned the cost which he estimated at $431 a mile for the paint job. Various garden, tractor and radio equipment for the Government Center was approved costing $6,500 as was $12,943 equip the sheriff's squad cars.

Both requests were from revenue sharing. All the emergency appropriations must get final approval from the State Board of Tax Commissiones. A $16,000 temporary loan from the County Motor Vehicle Highway fund to the Federal Economic Development Agency Title 10 was approved. The loan, which will be reimbursed by federal money, will complete roadway ditch cleaning along 25th Avenue in Calumet Township. Justices of the Peace, two each in Calumet Township and North Township, were given salary approvals for the last six months of 1976.

Trustees said the judges' positions were to end June 30 but the state legislature extended them. A $28,400 salary for Calumet Township was approved and a $22,870 salary for North Township was approved. The amount also includes employe salaries. An additional position for a community coordinator for the Parks and Recreaion Department was approved. Parks Superintendent Larry Rose said Lowell, St.

John, Dyer and Schererville will pay the coordinator's salary. Bernard Little, of Crown Point, was reappointed to a four-year term on Crown Point's Economic Development Commission. Various departmental transfers were approved including: Health Department, $3,684 from nurses salaries to summer employment; Coroner, $500 from witness and constable fees to office supplies; Sheriff, $1,812 from repairs to motor vehicles; Detention Home, $1,500 from secretary to telephone, and Council, $465 from consultant fees to printing and furniture. The council approved letters of intent for hiring. Comprehensive Employment Training Act personnel for the Convalescent Home and Plan Commission and approved employment of mortgage exemption clerks for the Auditor's office at $382 a month.

In routine denial for lack of a motion, the following emergency appropriations requests died: 40 men for the sheriff either through general funds -or revenue sharing funds at fourth floor of the jail at $2 million; third floor of the courts building at $3,869,057 and doctor insurance and lab fees at $33,649.
