Judge Alston Specially Commended. An Interesting Document. CIRCUIT COURT, CLAYTON SPRING TERM. 1891. To Hon.

Jesse M. Carmiuhael, Judge Presiding: i We, the Grand Jury empaneled to serve at the present term of the an id court, having, finished our labors, beg leave to submit the following as' our general presentments We find that the county is in a good financial condition and our taxes reduced to 90 cents in the hundred dollars, which is a very low rate considering the fact that the county has about thirteen thousand, five hundred feet of bridges to keep up, some of them very high and expensive. Besides this the county has to pay interest at 8 per cent, on her R. R. Bonds outstanding, which amount to $84,000, showing that the balance left for the current expenses of the county is small and has to be economically expended to meet demands against it.

An examination of the Treasurer's books shows that the county has in the. treasury: To credit of the general fund, which is the money used for expenses $19,899,57 Special or bridge fund 1 ,623.64 Railroad fund. 5,255.70 Fine and forfeiture fund 154.24 Total. $26,433.15 We have examined the offices of the various county officers, and find them all properly kept, and them for the neat condition of their respective offices. find that the Probate Judge has receipt from the State and County Treasurers for all public moneys which have gone into his hands, except $375.00 which he had deposited to his credit in the Jno.

McNab bank when said bank made an assignment. We especially commend Judge Alston for the able administration of his office. He is a model officer and his oflice'a model of neatness and accuracy. We had a committee of four to visit the public buildings. We find the jail neatly kept and everything done necessary to the comfort and security of prisoners confined therein.

We suggest to the proper authorities some repairs we deem advisable, namely: That a new porch be substituted, or the one in front of the jail be repaired. We find the poor house in a neat and comfortable condition. There are but few inmates, two white and four-colored, and that they are comfortably cared for by the keeper, Mr. Orrin Davis and his good wife, who do all in their power to contribute to the happiness of those in his core as county paupers. The Commissioners acted wisely in selecting Mr.

Davis, and we hope he will be retained as long as he continues his present mode lor caring for the unfortunate poor of the county. find the public roads in fairly good condition, but find several bridges thai need immediate attention and we call the attention of the bridge builder to them, and urge that tbey be neglected no longer. Some of them are dangerous. We call special attention to them, to-wit: Choctawhatchee, King's on same stream, Colby's on Channahatchee five miles south of Eufaula, Campbell's on Choctawhatchee, Harrison's on Pea Creek, Louisville and Perote bridge dh FTurri cane Creek, Anglin's on Pea River slough, Beauchamp's on Barbour creek, and Lick Creek bridge on road leading from Clayton to Ft. Browder.

Beauchamp's bridge we consider unsafe and recommend that it be at tended to first. We find the court house in need of some repairs such as plastering and painting and suggest to the proper authorities to have them attended to as soon as practicable. We are glad to report the moral condition of the county very good, as the number and character of bills found by this body shows. In conclusion we wish to thank Judge Carmichael for his able and lucid charge to this jury, also Solicitor Lee for his assistance and advice which enabled us to finish our labors with greater promptness. To Mr.

Brown, our efficient bailiff, we feel under many obligations for his promptness and kindness. Having finished our labors we respectfully request to be discharged. F. M. EirjsoN, Foreman.

1 to-day, which resulted in the death of eleven men, ten of whom were colored convicts and one free laborer. The Killed. G. Davis and Ed. Conley. It seems that an old room in the mine had been worked out and as it was full of gas the door was nailed up and the sign "gas" put on the door. One of the dead negro convicts deliberately went to the door and broke it down.

The gas in the room-ignited from his miner's lamp, and a tremendous explosion followed. Ae soon as possible a rescuing party composed of Erskine, Ramsey, Mining engineer J. G. Moore, assistant superintendent, and two convicts John Gray and Tern Tillman started but. Upon reaching scene of the explosion they found ten negroes and one white man.

Ramsey and his rescuing party failed to return and search was instituted for them. They were found overcome with gas and were hauled out of the mine with great difficulty and brought to life. Gray and Tillman, life convicts, did gallant work in rescuing the victims. The State convict inspectors will investigate at once. NEWS IN HENRY.

Our bachelor friend Tom Espy from Columbia, one among the leading legal lights in Henry county, paid Abbeville a professional visit last Tuesday, returning home Wednesday. Tom was looking his best, and from appearance we would judge him ready for any emergencies during the political year, knowing as we do that he has been favorably mentioned by his friends -for office, we would not be surprised to see him enter the race and come out victorious in the coming campaign.

White Caps in Henry. The Misses Carter, colored, living near Lawrenceville, were visited one night hist week by a band of white caps, and such another tearing up was never heard about in that section. There were five of the women, and each one of them was called out of their house, and ordered to trip themselves of all their clothing, after which a circle was formed by the band who had buggy whips, and each of the woman played around in the circle, while the whips were used by the crowd. Neither of the five woman escaped with less than one hundred lashes each, and after the whipping they were ordered to behave themselves or they would be visited again at an early day. It seems that they are a set of lewd characters who often make the night hideous by their capers and didoes, it being a popular resort for many of the colored persuasion after dark, at which the white population became tired, and they have no fear hereafter, but what they will leave the county or decide to behave themselves.

Memphis Merchant Suicides. Memphis, May 22. The Hill Shoe failed yesterday and Wm. Vilas Hill, President of the Company, immediately thereafter committed suicide. The failure of the firm was directly due to the failure of the Lynn, Davis Shoe which owed the Hill, Shoe between $300,000 and $400,000.

President Hill received a telegram from the Lynn firm about four o'clock yesterday advising lim to assign to protect himself. He gave orders soon after that this be done without a word left the store. He went direct to his home on Ponto-tore street," reaching there about six o'clock.
