Dispatchei have just been received at the state department from President Schurman oi the Philippine commission giving some account of his journey to the southern islands of the archipelago. He finds the conditions in those islands extremely gratifying. There is a disposition almost everywhere south of Lnzon to accept American sovereignty. President Schnrman expects to arrive at San Francisco about August 25.

It is felt at the state department thai the commission has done much to convey to the native Filipinos a proper conception of the purposes of the United States, and in that way has sapped the strength of the insurrection. It is announced at the agricultural department 'that nearly 200,000 gallons of illuminating oil have been confiscated in Georgia as a result of the order of Commissioner Stevens directing inspectors throughout the state to seize all supplies that fail to come up to the standard by law.

i This action is taken to iudicate that the fight on illegal and dangerous oils, whioh the report of State Chemist Mo Candless showed abounds in the state, is on in dead earnest. In eight oities in Georgia, the names of which are withheld by the officials, large supplies of oil have been tested recently and found to burn at a point below the limit of 120 degrees Fahrenheit, below which oils are declared dangerous and illegal by the law of the state. JOHN K. STUCKEY ON TRIAL Spartanburg Merchant Charged With Killing His Bookkeeper.

Spaktanburg, a 0., July ft Great interest has been manifested in the trial of John K. Stuckey, a merchant of this place, for the murder of his bookkeeper, John Sevier, on Dec. 27, 1898. The jury was selected after some difficulty and there have been a great many witnesses examined. Ex-Solicitor O.

L. Schum-pert has assisted Solicitor Seare in the prosecution, while four lawyers of the local bar represented the defendant The defense was self defense. The witnesses, however, did not make a strong showing for Stuckey. The ante-mortem statement of Sevier, made to the attending physician and in the presence of witnesses, was the strong feature for the state. It was to the effect that he had gone to Stuckey and told him that his cash book would not balance and then asked for a settlement of a back account Stuckey went to his safe as if to get a book, but instead drew out a revolver and shot several times.

"The cowardly scoundrel shot me because he was broke and I knew it," was part of the statement. A pistol found ou the floor, Sevier said in his dying statement, had been in the safe with the other used by Stuckey and was drawn out by Stuckey. He (Sevier) had no weapon and did not use one. Washington, July 8. Mr. Choate has not communicated to the state depart, ment the result of the representations he has made to Lord Salisbury in London respecting the modus vivendi under his instructions of yesterday. Although it is believed that it is almost hopeless to expect a successful outcome of these direct negotiations with London, it is not regarded here as inevitable that a hostile clash will folow the failure to secure a modus vivendi. Confidence is expressed in the suffi ciency of the present arrangements, backed by the sound common sense oi the officials of the United States and Canada now in the disputed territory in Alaska, to prevent a collision.

As a matter of fact, the United States and Great Britain have been actually working under a tacitly understood modus vivendi. The existence of an understanding on this point is manifested in the ready acquiescence by the United States government in the suggestion by the Brit ish foreign office that it might tend to prevent trouble if the war department abandoned its plan of sending a garrison of troops to Pyramid harbor. On its part, the British government has showed its disposition to maintain the status quo by quietly but firmly restraining the Canadian customs officers and mounted police, who were greatly harrassing American miners passing over the trails. If this spirit continues to be exhibited on both sides there is little reason to fear that the failure of the London negotiations will result in anything more serious than another long and disagreeable postponement of the final settlement. LONDON SEASON IS WANING.

People Going to the Country Much Knrler Than Usual. London, July 8. Although a few balls are still in sight, the London season is already waning. People are flitting into the country much earlier than usual. Next week will be given over to New Market, where there are numerous house parties for the second July meeting.

During the following week the season winds np with the Duchess of Portland's ball. There are several fashionable wed dings in prospect, the notable being that of the Earl of Shaf tsbnry and Lady Constance Grosvenor, who will have 15 bridesmaids, while many per sons are looking forward with great in terest to the reception to be given by the Duke and Duchess of Sutherland at Stafford House July 16 to tbe members of the Anglo-American league and theii friends, at which Mr. Joseph Choate, the United States ambassador, and Mrs. Choate and many prominent Americana and English will be present. Dr. P. H. Dnltou, of Danville, Expires In Baltimore. Baltimore, July 8.

P. H. Dalton, of Danville, died about 6 o'clock last evening at Ganze Horn's City hotel. Dr. Alexander Hill, of 233 North Calvert street, who was called in early in the day to attend Mr.

Dalton, said that death was caused by congestion of the brain. Mr. Dalton, accompanied by a friend, A. S. Galloway of Winston, N.

0., ar- rived in Baltimore by boat early yesterday morning. They came from Nor folk, and Mr. Dalton was sick when he reached the hotel He was unmarried, about 80 years of age and a druggist oi Danville. Mr. Dalton was a member of tbe Or der of Elks, and the local lodge had the body prepared for burial.
