After the War, he and his wife moved to 1332 14th Santa Monica, California 90904 where they continued to reside until his death By SAMUEL WY ATT Times Staff Writer CROWN POINT Lake County Democrats, as expected, are still in control of the county government this morning. Noah Atterson Spann was returned to the Lake County Board of Commissioners for a second term by a total of 29,204 votes as compared to 2 798 received by Republican Clarence Lewis, retired East Chicago steelworker and a precinct committeeman who also lost his bid for a city council seat in 1975. Spann was originally thrust into the First District seat in 1974 by East Chicago Mayor Robert A. Pastrick in an eleventh-hour effort against Gary candidate Robert Freeland.

The First District is comprised of East Chicago, Gary, some precincts in Hammond, and Whiting. In the Lake County Council race, three-term winner Sidney Garner of Crown Point, the only Republican to serve on the council, was also returned to office by a vote of 11,897 against Democrat Leroy Liptak, a Lowell farmer making his first attempt for the council. Garner is from the 7th Council district. He operates a Crown Point insurance agency. Other candidates returned to the council were Richard Blastick, 46, of Hammond, who received 13,519 votes, winning a third term.

His Republican opponent Raymond Kenda, 41, of the Robertsdale section, collected 2,549. Second District Democratic candidate Gerald Mazur, 42, of Hammond, also received a third term. He won over GOP candidate Jerome Riskin, 48, a Hammond realtor. The district consists of 70 Hammond precincts. Rolland Beckham, 35, of Gary won a second term on the council.

He received 9,897 votes as compared to the GOP candidate John Bowman's 2,451 votes in the 5th District. Newcomers to the county council will be Rudolph Clay, 41, of Gary, the Democratic choice for the 4th District seat. Clay, a former state senator, defeated three-term incumbent Frank Perry in the May primary election. The outspoken former state senator ran unopposed in Tuesday's election. He received 12,871 votes.

Steve Corey, 50, of Hobart, the Democratic choice for the county council, won the 6th District seat. The former Hobart City Councilman received 9,164 votes, beating his Edmund Baran, the GOP choice. Baran received 6,870 votes. Griffith Township Trustee Richard Galambos, 48, won the 3rd District seat by beating GOP opponent Daniel Langmesser, 34, of Calumet Township. Galambos received 8,649 votes and Langmesser received 4,547 votes.

Grossi of Glenwood and Robert J. Piel of Harvey won in the south-suburban 10th District, robbing incumbent Democrat John M. Matejek of his seat. Incumbent Democrat L. Michael Getty of Dolton retained his seat in that district.

In the state's 36th District along the Mississippi River, incumbent Democrat Oral Jacobs of Moline conceded early defeat to Republican Timothy A. Bell, a political newcomer also of Moline. And John C. Ackerman of Morton squeaked by Democrat George A. Saal Jr.

of Pekin to fill the vacancy left by Rep. Richard N. Luft, the Pekin Democrat who lost his primary bid for state comptroller. In Springfield, the Democratic lawmaker who twice challenged Thompson's tax-lid proposition was beaten by Josephine K. Oblinger of Sherman, a Thompson administration cabinet head.

Mrs. Oblinger, state Department on Aging director, polled a huge Sangamon County GOP vote to overwhelm a healthy Montgomery County Democratic turnout for freshman Rep. David L. Robinson. Robinson had claimed before the state Board of Elections and a Circuit Court judge that that thousands of signatures were forged or improper on the Thompson tax-lid petitions.

The elections board threw out most of his objections and put the Thompson Proposition on Tuesday's ballot. Judge Simon L. Friedman of Sangamon County also ruled that Robinson's arguments were without substance, and Thompson's advisory referendum asking voters if they want a ceiling on taxes and spending received a resounding "yes." In the southeastern Illinois 54th District, incumbent Democrat Robert V. Walsh of Mount Vernon fell to Republicans Glen L. Bower of Effingham and Clyde W.

Mrs. Dempsey was a resident of Hammond for 63 years. A member of All Saints Rosary Society. CHICAGO (AP) Republicans have captured the Illinois House by a hair and failed to ensnare the Senate by almost the same margin, handing Gov. James R.

Thompson half of his wish to have a GOP-controlled Legislature. Late returns today tipped the scales toward Republicans in six hotly contested races, giving them the thinnest of margins for the next session, 89 to 88, over Democrats. Republicans managed to knock off three Senate seats now held by Democrats, but let one of their own slip by the wayside for a net gain of two. This cuts the Democrats balance from 34-25 to 32-27 in the next General Assembly session. Thompson had said while campaigning for GOP candidates that he would rather be handed his party's rule of the statehouse than a record re-election.

He got the one a record plurality and percentage but he only got half the other. GOP House candidates either defeated Democratic incumbents or grabbed seats vacated by Democrats in six critical districts. That was the number needed to turn around the current 94-83' margin held by Democrats. GARYMAN MURDERED EAST CHICAGO A Gary man was shot to death early this morning at the Red Barn Restaurant, 4943 Alexander Ave. Dead is Willie Conner, 39, of 5826 W.

5th Ave. Conner died of a single gunshot wound in the head about 4 a.m. East Chicago police said they have no suspects. An investigation is underway. A police spokesman would not say if there were any witnesses to the killing.

Suspects Charged CALUMET CITY Two Chicago women were charged Tuesday with shoplifting about $1,000 in clothes from the Marshall Field store in the River Oaks Center. Charged with felony theft were Sandra Louise Taylor, 24, of 7927 N. Bosworth and Deborah Marie Martin, 23, of 5803 May St. The women were arrested about 3 p.m. when a store clerk noticed the women walking up and down the aisles allegedly placing articles of clothing in shopping bags, police said.

Police said the two were stopped by store security gaurds before they left the The dollar value of the items found in the womens' bags was $1,106, police said. Course Offered GARY Principles of Industrial Safety will be a course oifered at Indiana Vocational Technical College Northwest from 9 a.m. to noon Wednesdays, beginning Nov. 29. The course is part of the industrial maintenance program, and teaches safety to managers and supervisors of industrial plants.

Students will learn first aid, Occupational, Health and Safety Act regulations, how to prevent accidents and fire and how to encourage personnel to observe plant safety regulations. Lew Stahl, safety engineer at U.S. Steel, Energy Division-Iron Production, Gary Works, will be instructor. Students planning to enroll in the course should make an appointment with Al Terzes, program advisor, before Nov. 10.
