Story, Page 1. Talks Will Resume GARY Editorial and janitorial workers at the Gary Post-Tribune canceled a strike authorization vote scheduled for Sunday. Ernie Hernandez, chief negotiator for the 72-member Newspaper Guild, said today negotiations will resume Friday in the presence of a federal mediator. Hernandez said the strike authorization vote was canceled following a meeting last week between the Guild and newspaper management. Hernandez said the union submitted counterproposals at that meeting.

Post-Tribune employees are the only newspaper workers in Northwest Indiana represented by the Guild. On Feb. 3, the union rejected two management proposals. 2 Thieves Get Cash HAMMOND Two armed robbers stole an unknown amount of cash Saturday from the Vogue Cleaners, 5529 Hohman Ave. The robbers, a woman and a man, entered the cleaners at approximately 5:30 p.m. The man then pointed a gun at the lone employe in the building and demanded all the money in the cash register. The robbers left after tying the employe to a chair. Actor William Gargan, 73, who was presented the American Cancer Society's annual "courage award" in 1974 after he lost his larynx to cancer, died Friday from a heart attack on a flight between New York and San Diego.

LsZ EAST CHICAGO A special team of Lake County prosecutors and sheriff's police will be in East Chicago to guard against vote fraud during the May 8 primary election. That was made clear Saturday night as City Clerk Charlie Pacurar officially kicked off his campaign for the Democratic nomination for Mayor of East Chicago. Pacurar addressed a crowd of 1,100 well wishers at a $25 a plate dinner at the Knights of Columbus Hall on Roxana Drive in East Chicago. In attendance were Rep. Adam Benjamin, Sheriff Jose Ar-redondo, Prosecutor John Crawford, Treasurer Irene Holinga, and County Assessor Michael Jankovich.

There were also a host of labor leaders that included James Balanoff, District 31 director of the United Steel workers of America; William Andrews, the Steelworkers Local 1010 president; Vince Pinepinto, president of the Northwest Indiana Building Trades Council, and Robert Schumann, the council's secretary and treasurer. Pacurar told the crowd in a 24-minute speech that Crawford and Arredondo had given him assurances Union members voted 51-3 to reject a proposal lengthening the work week from 35 to 372 hours. The proposal contained a seven percent pay increase and improvements during the first two years of a four-year contract, with a benefit reopener clause for the final two years. The union unanimously rejected a second offer which included no change in the length of the work week and a five percent pay increase. The base salary for Post-Tribune reporters with five years experience is currently $388 a week.

A seven percent pay increase would raise that amount to $444 by October. The Post-Tribune is part of the Kight-Ridder newspaper chain. that persons involved in fraud at the polls will be prosecuted. Pacurar is running against incumbent Mayor Robert A. Pastrick for the Democratic nomination.

Pacurar delivered a stinging attack on Pastrick' administration. "The Pastrick administration has shown itself to be incompetent," he said. "Time after time we have seen proof of incompetence through the inability to effectively manage our city," Pacurar said. Pacurar cited as examples of administration corruption the conviction of former Sanitary District Superintendent Joseph Rakowsky Jr. for a theft of $60,000 for the purchase of political gifts for Pastrick's 1975 campaign; a $5.3 million "rip-off" from the park department by Metro Construction Company, and a $3 million crumbling curb project.

He also held up letters asking the administration to identify a $1,043 installation bill for city-paid telephone equipment at a private residence at 5027 Wegg East Chicago. Pacurar said that he hasn't received a response. their vehicles or be prepared to do so before snow removal crews arrive, Raskosky said. HOME HIT 3RD TIME EAST CHICAGO Burglars took a television set, rifle and a child's bank Saturday from the home of Claudell Crenshaw, 4928 Jonquil St. Police reports said entry was made by breaking a window in a back door the home.

The burglary was the third in the last two months at the residence. NATO Is Short Of Resources WASHINGTON (AP) A Himiw subcommittee says a shortage of ammunition and replacement stocks means "NATO lacks the capability to fight for 30 days" and likely will lack any longer capability until 1983. Funeral services will be held Tuesday, February 20 at 9:30 a.m. at Prusiecki Funeral Home, 139th and Main East Chicago, 10 a.m at St. John Cantius Church.

Plowing Routes Listed HAMMOND North Hammond is again the target Tuesday for snow removal and plowing by city crews. Starting Tuesday, snow removal operations are scheduled in an area bounded by Columbia and Calumet Avenues and 143rd and 139th Streets, Mayor Edward Raskosky said today.

Areas that have not been plowed in the section bounded Calumet, Atchison and Railroad Avenues and Indianapolis Boulevard will also be done Tuesday, Raskosky said. Plowing will take place on Calumet between Wolf Lake and Lever Brothers and from Calumet west into the Water Garden section of Hammond. Snow removal is also scheduled Tuesday for the 800 block of State Street. Raskosky said, if the 800 block of State is completed, crews will move onto the 900 and 1100 blocks of Sibley Boulevard. Wednesday's plowing and removal schedule tentatively calls for the completion of all areas in North Hammond and the Robertsdale sec tion, Raskosky said.

The mayor said some night this week, begining at midnight, crews will begin removing snow from streets in the downtown section of the city in areas around Hohman Avenue. Residents are asked to remove.
