THE TIMES Tuesday, March 27, 1979 Calumet Region Obituaries Ann Ecklund, age 89 of Plattsburg, Missouri, formerly of Calumet City, passed away Friday, March, 23, 1979 at St. Joseph Nursing Home, St. Joseph, Missouri. Survivors: one daughter, Mrs. Phyllis Ronde of Lansing; two granddaughters, Ruth Ann McGrath and Kathy (Scott) Bonnar, both of Lansing; two sisters, Mrs.

Veronica Kirby of Las Vegas, Nevada and Mrs. Cecilia Munkirs of Plattsburg, Missouri. Funeral services and visitation were held in Plattsburg. Interment services were held Tuesday, March 27 at Assumption Cemetery, Glenwood, Illinois. Mrs.

Ecklund was a former member of St. Victor Church in Calumet City, and was a resident of Calumet City prior to moving to Plattsburg 10 years ago. Local arrangements were handled by Nowak Funeral Home, 400 Pulaski Calumet City. GENOBEVA GARCIA ANNA ECKLUND Genobeva Garcia, age 65, of East Chicago, passed away Monday, March 26, 1979 at St. Catherine Hospital.

Survivors: husband, Ricardo; two daughters, Noemi Sanchez and Grace (Louis) Lopez both of East Chicago; five sons, Robert (Patricia) of Michigan, Richard David and William, all of East Chicago, Adam of Chicago, eight grandchildren; six great-grandchildren. Funeral services will be held Thursday, March 29, 12:30 p.m. from Prusiecki Funeral Home, 3831 Main 1 p.m. from Our Lady of Guadalupe Church, with Rev. George Balderama officiating.

Burial, Mt. Mercy Cemetery. Visitation Tuesday, 7 to 9, Wednesday 2 to 5 and 7 to 9 p.m. Mrs. Garcia was a resident of East Chicago for 42 years.

GEORGE DERJON George Derjon, age 86, of East Chicago, passed away Sunday, March 25, 1979 at St. Catherine Hospital. Survivors: wife, Josephine; one daughter, Virginia Fulton of East Chicago; one granddaughter, Susan (John) Krupa of Dyer; two greatgrandsons, Johnny and Michael; also survived by several nieces and nephews in Rumania; and cousins in the Chicagoland area. Joseph Church in Mishawaka until 1915; became Assistant of St. Joseph Church of Hammond and Chaplain of St. Margaret Hospital until 1918; Pastored St. Edward's Church in Lowell with missions at Wheatfield, Kniman and Lake Village until 1922; Pastor of St. Michael Church in Sumit, Indiana until 1927 during this period he founded St.

Anthony Parish in Angola, Indiana. His fifth assignment was Pastor Of St. Cyril and Methodius in North Judson, Indiana until 1932. Sixth assignment was Pastor of St. Bernard Church in Wabash, Indiana during which period he was required to seek rest for 2.

"Triple-dipping" is the term, and it's causing and will continue to cause pre-election consternation for those accused of it. Michael Davich, water department office manager, retired fire department captain and a Democratic candidate for an at-large council seat, is one of those accused of attempting to triple-dip.

He doesn't like it. In fact, Davich accuses an incumbent councilman, George Carlson, of "planting" triple-dip stories throughout the city in attempt to discredit his campaign. "I will a accuse the man (Carlson) of doing it, although the Mayor (Edward J. Raskosky) said I shouldn't mention names" Davich said Monday, "He's chairman of the city council finance committee and he's well up on that kind of information. Davich, 61, earns $18,384 annually as office manager, a position Carlson calls "the most lucrative patronage appointed position in the city." Davich also receives a fire pension of about $9,000 a year.

He retired from the Hammond Fire Department in 1976 and was then appointed by Mayor Edward Raskosky as office manager. If he is elected to at-large council seat, he will earn additional $6,500 an a year, when the new council salary ordinance goes into effect. Davich counters the charge of tripple-dipping with the offer to donate his council salary, if he is elected, during his four-year term to six charitable organizations in the Calumet Region, providing he is retained as office manager. "I earn my money here (at the water department)," Davich said. 'I in my eight hours a day and I put attend a board meetings every Wednesday night and there's no extra pay for that.

I use my own personal car. And I contributed three per cent of income during 25 years on the fire department for my pension." Carlson denies "planting" the stories, but does not hide his disregard for Davich's position. "It's no secret I've talked to many people about it. I think it's horrendous for man to draw three salaries, plus if he's elected he's beholden to the mayor." Carlson said Davich is in a different positon than Second District Councilman Edward Bragiel who also falls into the triple-dip catergory, by drawing a pension from the Hammond Police Department, working in the maintenance department of the Hammond school system as well as receiving a council salary. "Eddy's job with the school system is outside the civil city," Carlson said.

Davich offers the same argument for his position, that, as an employee of the water department (outside civil city jurisdiction) he is paid with revenue from water fees and not tax dollars. A spokesman from the Raskosky re-election committee said Davich can expect no support from the mayor in the primary race. "Every accusation of triple-dipping against Davich reflects on the adminstration as approving of this practice," the spokesman said. Bragiel's triple-dipping situation is not likely to be a serious issue in the Second District Coucilmanic race. His strongest challenger, Donald Smulski, a retired Hammond police lieutenant, who is also drawing a pension from the city.

4 Arrested In Raid HAMMOND Four persons, including two juveniles, were arrested early today as members of Hammond police deaprtment's vice squad began a crackdown on the practice by many city taverns of serving drinks to minors. During the raid, at Tavern, Maywood and Michigan Streets, just after midnight this morning police confiscated a number of handguns and suspected naroctics as they searched patrons and checked their identification. According to Hammond detective Sgt. Buddy Fielden, who lead the raid, the crackdown was ordered by Police Chief Frank Dupey and Mayor Edward Raskosky after many residents complained of under age drinking. Fielden said two 17 year olds were among those arrested.

He said they were turned over to juvenile detectives for an appearance in Juvenile Court. Also arrested were Jodie Mae Jewett, 20, of 426 Waltham charged with being a minor in tavern, the bartender, Myra E. Wilkes, 42, of 861 Michigan Hammond, charged with selling alcoholic beverages to minors and having minors in a tavern, and Hugh Willis Pepper, 38, of 2284 White Oak Speedway, charged with carrying firearms without a permit. Fielden said Pepper was carrying two .38 caliber revolvers and was taken into custody by Cpl. John Novosel when the policeman saw Pepper drop the guns to the floor as lawmen converged on the tavern.

Fielden said other guns were confiscated, although they couldn't be linked to anyone. He said they were found in the tavern floor, apparently discarded there as police entered. Channel 50 Readies Programming Return ST. JOHN WCAE-TV local programming is almost back on the air. The Lake Central School Board, which owns WCAE-TV's, Channel 50, license, ordered color camera and studio equipment to enable the station to begin producing local programs again on a regular basis.

Except for covering this year's local high school basketball tournaments with leased equipment, WCAE-TV has broadcast almost no locally-produced programs for a year because of poor equipment and financial problems, Lou laconetti, station manager, said. The $202,939 worth of equipment will solve technical problems and the station's financial problem is being worked on, laconetti said. The equipment should enable the station to be on the air with regular local programs again and for the first time in color by September, Donald Guilford, superintendent, said. The six equipment bids were awarded to four companies. It will be financed by a grant from the U.S.

Department of Health, Education and Welfare for 75 percent of the cost and local contributions which will make up the remaining 25 percent. Trustee-elect Harold Lawrence complained to the board that at the freshman orientation meeting earlier this month, "the theme there must have been trouble rather than education." Lawrence said the orientation was centered around drugs, not education. "I think the drug problem should be treated as an individual problem, not as an entire school problem," Lawrence said. 8he trustees awarded a $493,820 contract to Gaddis Construction Munster, for the construction of a bus barn to house school corporation vehicles. The 200-day construction contract should mean school buses and other vehicles will be housed inside during next winter, James Watson, administrative assistant, said.

Superintendent Guilford said the administration will soon begin interviewing applicants to fill the 18 new teaching positions expected to be needed for the 1979-80 school year. LEGAL PROBLEMS?
