Definite step for law enforcement officers to take training courses In race relations have been takeq by the California- Department of Justice and, under the sponsorship of the American Council of Race Relations, efforts are being 'made to make the program national in scope, The course, first given in Rich mond. is presented in a bulletin entitled "A Guide to Race Relations for Police Officers. Because of the success of the Initial course the bulletin has been printed by the state of California and Is being distributed by the American Council from its headquarters in Chicago. Kenny, also has sent the bulletin to all sheriffs and police chiefs in the state and in statement concerning the training program said: We In the profession of law enforcement have realized more and more the importance of training in human relations as well as in the detection of crime. This bulletin offers police officers for the first time a concrete, practical guide tor training in the vitally Important field of race relations, or, more accurately, the racial aspects of human relations. Wide Interest In the Subject The course resulted from a growing Interest among law enforcement officials In developing higher police standards for handling cases Involving minority groups. American Airlines Ins. announced the creation of a contract air freight division, with headquarters at Roosevelt Field here. It will specialize in contracting to carry freight on a non-scheduled plane-load basis. Flight operations are scheduled to start about June 15. Six four-engine C-54 transports will be tsed.

Pay roll of the contract air freight division at St. Joseph will be about $750,000 annually and about 100 people will be employed. James A. Wootten has been appointed general manager of the division. He formerly headed Americans air freight activities from New York.

R. L. Griffith, recently elected assistant secretary of American, has been appointed secretary and general counsel of the contract division. St. Josepll was chosen as the rite for operations owing to Its central location and nearness to great circle routes between important business centers.
