EVERY GOOD GUY GIVES THE UNITED WAY 1' 1 ft jr nt I wl Sl NEW POLL Winberry chairman of the Iredell County Board of Elections hero Inspects one of the new looseleaf poll books which will be used for the first time in the general election November 3 The modern system called the finest to be found anywhere is a result of the new county wide registration held earlier this month The new system will ex pedite voting in the county's 23 precincts Voter Turnout Predicted At 23000 New Election System Praised Iredell County now has the most elaborate election para phernalia to be found anywhere Winberry chairman of the Iredell County Board of Elections said the new system would allow a record number of citizens to vote with a mini mum amount of confusion are really fortunate to have MISSING THE POINT Else where in today's Record Landmark is a letter from James Dees opposing the $100000000 school construction bond issue to be voted upon next Tuesday Mr Dees has every right to the position he takes By the same token we have every right to attempt to show where he is wrong The most charitable con clusion we can come to Is that Mr Dees simply under stand what he is writing about In the first place there Is not even the remotest connec tion between the national elec tion and the proposal to sell a $100000000 Issue of state bonds to speed up school construction in the 100 counties The one is partisan the other non parti san the one is political the other educational "It has always been custom ary in this state for the people tn the local communities to de cide what school buildings were needed and then to raise the money themselves and build them" Mr Dees says That is not strictly true It has been and still for the local communities to decide with state approval what buildings are needed but the local people do not always raise the money needed to build them Twice within memory the state has sold school con interim Government CAIRO UAR An interim government headed by Gen Ibrahim Abboud but eliminat ing all other military men was formed today in the neighbor ing Sudan republic to rule until elections are held Dignified Auto MAIDENHEAD England struction bonds of exactly the same type Involved in the Nov ember 3 election We too are strong for local government We believe that governmental operations should be carried on at the lowest level where they can be effi ciently performed But there are some operations that can best be performed at the state level Schools and roads are cases In point Anyone who can recall the days before the state took over the operation of the roads and schools has a good picture of the miserable failure the local units made in those two cate gories Does Mr Dees realize that Iredell county is still pay ing off the bonds it issued to build the road to Harmony? That road is now Inadequate It is being replaced by a four lane expressway which Iredell simply could not build on its own No county will be "In compe tition" with any other county for funds from the school bond issue Under the law the money will be apportioned on the basis of average enrolment Each county will get its share automa tically If it is already abreast of its school building needs then the law provides that the money be used in retiring outstanding school bonds And no county will be re quired to pay more than its just share in retirement of the $100 000000 school bonds The bonds will become an obligation against the general fund and will be repaid from existing tax levies Taxes need not be in creased to retire this issue In deed through this and in no other some of the food tax will find its way back into school buildings Iredell county has already done a commendable job rais ing funds for school construc tion More than a third of its total tax levy has been going such an up to date i Winberry said The new county wide registra tion found 25791 citizens getting their names on the books in the 23 precincts during the month of October Winberry predicted that vote on November 3 will be more than 23000 Already 535 absentee ballots have been sent from the elec tions office More absentee ap plications are expected from people who have become ill since the deadline at 6 pm Wednesday Speaking of the absentees Winberry pointed out that mili tary applications this year were 315 more than the total number of persons voting absentee in past years There have been 200 civilian applications The new registration books contain the name address pre cinct party affiliation race sex age registration date and place of birth of each qualified voter These sheets are placed in handsome looseleaf books which make it possible to keep the registration list current At the time of the new regis tration there were more than 34000 names on the roils A breakdown of the total re gistration shows that there are 20121 registered Democrats in the county 4942 Republicans and 728 Independents Of these 13425 are females and 12366 are males There are 22880 white voters and 2911 qualified Negroes Statesville No 1 the precinct with voting at Davie Avenue School has 2627 registered vot ers to lead the list Close be hind is Statesville No 2 with 2411 Olin is the smallest precinct with 403 voters and New Hope has 406 registered More than half of the registered voters are registered in the Mooresville and States ville precincts There are 3 710 in the three Coddle Creeks and 10199 registered in States six precincts All three Coddle Creek pre cincts have more than 1400 vot ers while the spread in States ville is from 879 in Statesville No 3 to 2627 in Statesville No 1 It was said prior to the regis tration that it would be a phy (See 1 Page 2) VOL 90 STATESVILLE RIDAY OCTOBER 30 1964 NO 260 OUSTER REASONS GIVEN Huong Is Named Premier Saigon Mayor To Take Over In Vie! Nam SAIGON Viet Nam (UPD Mayor Tran Van Huong of Sai gon was appointed today as the first civilian premier in nearly a year of war torn dissension riddled South Viet Nam On the anti Communist war front two US Air orce pilots were killed Thursday in a fight er bomber crash 12 miles north east of Saigon A US spokes man said the pilots were on a training flight and the crash was believed the result of hostile Their deaths raised the num ber of Americans killed in four years of warfare in Viet Nam to 314 including 217 killed in combat against the Communist Viet Cong guerrillas 97 killed in accidents Mayor Huong 60 was asked by the new civilian chief of state Phan Khac Suu to head the new civil government which is supposed to succeed that of Maj Gen Nguyen Khanh appointment was subject to approval by the 17 member High National Council The disagreements over the choice of a premier had already delayed the trans fer to civil rule by three days past the Oct 27 deadline prom ised by Reopened BERLIN (UPI) Communist East Germany today opened the Berlin wall for the second time since it was built more than three years ago West Berliners streamed through to visit relatives in East Berlin Under a pass agreement reached between the Commu nists and the West Berlin city government West Berliners with relatives in the East will be allowed one 17 hour visit be tween today and Nov 12 No overnight stays will be permitted and the traffic will be strictly one way The Com munists fear that most East Berliners would stay existence could be expected The document is an Indict ment of
