The decision did not affect VNS' separate operation for counting the actual vote. VNS also hoped to have limited information 1 from the exit poll surveys to give its members guidance in projecting winners for individual races. Still, it was a major setback for VNS a consortium consisting of ABC, CBS, NBC, CNN, Fox and The Associated Press. VNS had completely rebuilt its system in response to the 2000 election, when television networks twice used its information to make wrong calls in the decisive Florida vote for the presidential election. VNS said the exit poll information was being collected but not being properly analyzed by the organization's new computer system.

"I hope people vote," Bush said, appearing relaxed in a leather coat, jeans and cowboy boots as he and his wife, Laura, mingled with voters around the fire-house in Crawford, Texas.

"Fm encouraging all people across this country to vote." Outside the polling place, Bush flashed a thumbs-up -then wagged it signaling the too-close-to-call chances for Republicans. By the time he was climbing the steps of Air Force One to return to Washington, Bush showed inquiring reporters a confidently vertical thumb in the air. With that, Bush could do nothing more than anxiously wait. It was his 25th wedding anniversary, and the president and his wife were hosting a small dinner at the White House with Republican political and congressional leaders and their wives. Afterward, the president planned to watch election returns on television.

Vice President Dick Cheney voted by absentee ballot. He spent Tuesday pheasant hunting in South Dakota, the scene of a fierce Senate battle in which the White House got intimately involved. For White House staff digesting the night's developments for their boss, the West Wing's Roosevelt Room was transformed into a central gathering spot with some of the crucial ingredients: TVs and food. Progress under Republican Senate leadership also could hand Bush successes for a 2004 re-election race. Likewise, lack of progress under continued Democratic, leadership could give him a' handy 2004 target.
