The day before, the 2.000 people who flocked to the Mojave Desert town of Vic-torville to hear good, rousing gospel music also got the gospel according to Ronald Reagan. Whatever the audience, Reagan made clear that although there has been talk of his moderating his views for a broader appeal this fall, he is not giving up on the Republican faithful who have sustained him through 12 years of seeking the presidency. Although his victory in the Republican primary race has been sewn up, in the past two days Reagan has yet to come out and say in his few, brief appearances that he has absolutely achieved the GOP presidential nomination. BEVERLY HILLS. Calif.

(AP) From the dusty rodeo grandstand to the pink and crystal glitter of Beverly Hills, Ronald Reagan heads into the fall political battle exhorting his conservative flock, be they gospel singers or bankers. In the pink castle that is the Beverly Hills Hotel, he preached on Tuesday night to a well-heeled congregation of 250 people who paid $500 each to hear him. There, he added a forceful appeal to his standard stump speech, urging fellow Republicans to take advantage of what he called blue-collar Democrats' dissatisfaction with their party. "If we do that, we'll find that a lot of votes that up until now the Democrats had taken for granted will His scheduled stops in California, Ohio and New Jersey this week were set up when there still was a chance he would have to fight for the nomination a possibility that vanished Monday when George Bush stepped aside. But Reagan is sticking to that schedule.

On Monday, the candidate faced the rodeo grandstand at the San Bernardino County fairgrounds and told the born-again Christians attending the Western Desert's Gospel Sing that the fundamental question in the campaign is "whether this nation can continue, this nation under God." One clue to the answer, he said later, was that "this country is hungry today for a spiritual revival." LEGAL NOTICES The City of Springfield. Carter, claiming victory, rejects Anderson debate Alexander, Bryant set for Democratic runoff ers himself "within a handful of delegates four or five of the required number for renomination." It was Powell, earlier Tuesday, who had surprised reporters by announcing, in response to a question, that Carter will have nothing to do with any autumn debate involving Anderson. The president has consistently refused to accept a debate challenge from Kennedy, his underdog rival for the Democratic presidential nomination. But Powell stressed anew the president's willingness to debate Ronald Reagan if the former California governor becomes the Republican nominee. WASHINGTON (AP) President Carter, claiming he is within "four or five" delegate votes of defeating Sen. Edward M.

Kennedy for the Democratic nomination, wants it known he will not participate in campaign debates with Rep. John B. Anderson, the independent candidate for president. Carter's near-victory claim was voiced late Tuesday by his press secretary, Jody Powell, as returns came in from Democratic primaries in Arkansas, Kentucky and Nevada and from a Democratic "beauty contest" vote in Idaho. "It looks like four out of four," said Powell, who added that Carter now consid The Associated Press fact that, Clinton's legislation last year raised motor vehicle license fees, title transfer fees, and the fuel tax to produce about $45 million for highway programs.

Clinton defended the legislation on grounds that three severe winters in a row had ravaged the roads of the state and that money was needed to get them fixed before inflation in road-building costs soared further. In Tuesday's primary, they were neck-and-neck for the lead over the rest of the field in a race that attracted six candidates.

Robert "Say" Mcintosh, the only black candidate for a major state office this year, was back in the pack. With 1,878 of 2,760 precincts reported, Alexander had 79,820 and Bryant 79,785. For the others: Bobby Glover had 45,759, Mcintosh had 31,459, John Ciller 22,898, and Alfred Martin 9.055. Alexander said he had planned on a runoff from the start and already had a campaign agenda developed, beginning today with a trip to Jonesboro. James Canfield, 50, of Jacksonville, publisher of a weekly newspaper, was the only candidate for the Republican nomination.

Coswlder partial trade Ul Girls DRESSY SANDALS LITTLE ROCK (AP) Bill Clinton, 33, the nation's youngest governor, won Democratic nomination Tuesday for a second term, and Frank White, new to the Republican fold, won the GOP nomination. Clinton's only foe in the primary, Monroe Schwarzlose, was pulling a surprising 30 percent of the vote. White, 46, of Little Rock, defeated Marshall Chris-man, 46, of Ozark in a lightly-attended GOP Republican primary. Clinton, weary after a couple of long days dealing with problems involving Cuban refugees at Fort Chaffee, said he was gratified and hoped to have the Clay County-has no boom in GOP votes LITTLE ROCK, Ark.

(AP) Republicans are apparently a rare breed in northeastern Arkansas' Clay County. The county, which has about 18,000 residents, reported no votes Tuesday in its final tally of the GOP gubernatorial primary race. "This is normal, nothing unusual," said Clay County Clerk Cecil Crews about neither Frank White and Marshall Chrisman receiving any votes. "We never have Republicans in the primary." About 3,300 county residents voted in the Democratic gubernatorial primary between incumbent Gov. Bill Clinton and Monroe Schwarzlose.

Carroll County sheriff loses BERRYVILLE, Ark. (AP) Embattled Carroll County Sheriff Jerry Colvin was not able to survive the Democratic primary Tuesday and lost by a nearly 2-1 margin. Colvin was defeated by Berryville Police Chief Leroy Shower. The final, but unofficial vote count showed Shower with 2,194 votes to Colvin's 1,262. Prosecutor David dinger of Bentonville, following a grand Jury's recommendations, earlier this year filed removal from office proceedings in Carroll County Circuit Court against Colvin.

The grand jury met last year to consider several allegations against Colvin, including alleged mismanagement of his office and mismanagement of his deputies, but returned no opportunity to continue the improvements he said his administration was making in the state's economy, environment, health and other areas. Schwarzlose, 77, a retired turkey farmer, got only about 1 percent 5,898 votes in 1978 when he finished last in a five-man race for the Democratic gubernatorial nomination. Clinton got 341,098 of the 571,702 votes cast in that primary, winning the nomination without a runoff. A sizable protest vote against Clinton and for Schwarzlose had been expected in this year's Democratic primary.
