Some historians and anthropologists argue that we can't judge what is worth saving for the future from the vantage point of our own time. Often, time capsules are prepared to mark milestones a new century, a World's Fair, a new building. While "serious" time capsules may capture headlines, other more offbeat ones may also tell future generations a great deal about our civilization. The headquarters of the ITCS is located at Oglethorpe University in Atlanta because the campus is home to what might be called the mother of all time capsules the Crypt of Civilization.

Vast in scope, the Crypt ushered in the golden age of time capsules, which began in the late 1930s. In the November 1936 issue of Scientific American, Dr. Thornwell Jacobs, then president of Oglethorpe, first proposed the idea. He issued a challenge "to make available to some civilization now unthought of, and still far in the future, the running story of the life, manners and customs of the present civilization." His plan was to construct a kind of latter-day pharaoh's tomb, filled with not only the artifacts of 1930s popular culture such as Artie Shaw recordings, artificial fingernails, cuff links, paper clips, a Lionel model train set and an elec- trie "Toastolator" but also the knowledge of the last 6,000 years, including microfilm of the Bible and Dante's "Inferno" and motion pictures of historical events since 1898. Jacobs was ingenious in his efforts to foresee possible problems.

He thoughtfully provided a "language integrator" a hand-cranked device that displayed pictures of more than 3,000 objects along with the written English words identifying them. As each picture appeared, a voice on a phonograph record spoke the word. Jacobs asked industrialists and philanthropists to help fund the project, encouraged people to write in suggestions on what to include and proposed a board of judges to make the final selections. The Crypt would be buried in a defunct swimming pool under the Gothic-style administration building, its foundation safely resting on what Jacobs called "the granite bedrock of the Appalachian Mountains." Over a three-year period, with the help of hundreds of Americans, Jacobs carried out his ambitious plan. The door to the Crypt of Civilization was dedicated on May 28, 1938 by David Sarnoff, then president of RCA.

The Crypt was officially sealed two years later, on May 25,1940. Perhaps the most amazing fact about the Crypt is the length of time Jacobs intended it to be sealed 6,177 years. The Crypt is scheduled to be opened at noon May 28, 8113, chosen because it was as far in the future from 1936 as the first recorded date in history was in the past 4241 B.C. Hudson thinks the Crypt is "pulsating with life. It's a living, breathing thing.

It's older than I am and it's bigger than all of us. Can you imagine a cultural anthropologist in the year 8113 opening the Crypt? It would be a treasure trove. Edward Pendray was beginning a similar project for the Westinghouse Electric Corp. Pendray planned to use a cylindrical storage device, which he called a "time bomb" because of its shape.

But by 1938 he coined a new term "time capsule." The name caught everyone's imagination. The Westinghouse Time Capsule is filled with 35 "small articles of common use," textile and plastic samples, and microfilm records of 100 books. The capsule also contains a copy of "The Book of Record," which details the contents of the capsule and contains messages to future generations from Albert Einstein and Thomas Mann. The torpedo-shaped capsule was buried below the Westinghouse pavilion during the 1939 New York World's Fair. It is to be opened 5,000 years after it was sealed, in 6939.

Westinghouse buried a second capsule 10 feet away from the first during the 1964-65 New York World's Fair. Its contents including a Beatles record and a bikini bathing suit reflect the enormous changes in society in the quarter-century between the two capsules. (Replicas of the capsules and their contents can be seen at the George Westinghouse Museum, just outside Pittsburgh, Pa.) Perhaps the most extraordinary time capsules are those that were sent into deep space via Voyager 1 and Voyager 2. Each spacecraft carried a gold-plated copper phonograph record containing visual and audio images. The recordings detail Earth's position, the genetic makeup of human beings, the sounds of a humpback whale and many kinds of music.

Present were Councilmembers Barb Carson, Sharon Hutchison, Dick Nlssen and Bobby Richards. Absent, Mayor Betty Walters. Mayor Pro Tern Nlssen told the public that the council win discuss only two Items on the agenda tonight due to the flood emergency.

All other Items are tooled until the next council meeting. Motion by Hutchison and Carson not to discuss any items on the agenda except tor Items 7 and 15. These pertain to appointment to council vocancy and petition presented for a specaH election. All voted yes. Carried.

The balance wll be on the next ogenda In August. City Clerk told council that three people hod applied for the vocancy on the council. They ore Josle Collins, Dave Kenslnger and Dan Mullanock. Motion by Carson to approve Resolution 14-93, to designate Don Mullanack to the vacancy on the council. Voting yes were Carson, Hutchison and Richards.

Voting no, Nlssen. Carried. Clerk explained a petition had been received calling for a speclol election to fill this vocancy. A letter has to be token to the Scott County Auditor recognizing the petition for the special election and to begin the process of setting up a special election. Carson and Hutchison said they are not tor a special election and would not approve a letter for the Auditor.

Motion by Nlssen and Richards to send a letter to begin procedure for the special election from the petition received. Voting yes were Nlssen and Rlchords. Voting no, Carson and Hutchison. Motion not carried. Clerk said she has to present some type of letter to the Auditor os a result of the petition.
