Davenport show features 30 pieces By Lisa Cloat QUAD-CITY TIMES Walk into Thomas Daniels' senior art show at Teikyo Marycrest University in Davenport, and you might encounter The Ooglies.

The Ooglies aren't anything like the willies. They are adorable, little animated characters that live in a tree. They echo human life, often making fun of everyday situations. They also are among the more than 30 pieces to be displayed at Daniels' senior art show. The show entitled, "Dream Castle," opens Monday at the Eberdt Art Gallery and ends Dec.

7. The 21 -year-old art major said the title, "Dream Castle," and the theme, "Miracles Happen Through True Believers," illustrates most of the different ideas incorporated into his papier-mache sculptures, drawings, paintings and animations. Some of the works are more literal and others are "It's about the miracle aspect. The miracle of birth." Thomas Daniels, on sculpture of six-foot fetus thought-provoking. One of the highlights of his show is the transformation of one of the gallery's walls into a castle, which is made from plastic bricks.

Another piece, which is sure to draw a few looks, is a pink, 6-foot, papier-mache sculpture of "Emma," a fetus. A lot of his work has to with getting people's attention and making them think. Some may look at the fetus and see the different abortion issues, he said. That was not his intent, but it was incorporated into the impact on viewers. "It's about the miracle aspect.

The miracle of birth, and the miracle that it got done," he says. A painting of the Grim Reaper has to do with the believer aspect of his theme. By Dave Heitz QUAD-CITY TIMES MILAN, 111. Some merchants here are saying the village's new sign law is pointless and too troublesome. "It's just one more hassle," said Bob Dare of Bob's Meat Market, 313 E.

1st referring to the village ordinance prohibiting portable signs. "Sometimes you wonder if it's doing any good." Meanwhile, Rock Island is considering a law similar to Milan's that would ban the transportable signs the kind that are on wheels and have removable letters. He died in 1951. Mrs. Weborg had worked as a scheduler at the former International Harvester, East Moline. She retired in 1965 after 20 years. Her memberships included the church and its Martha Circle.

She had been a former member of Glad Tidings Circle of King's Daughters. Memorials may be made to the I church. Survivors include nieces, Nata-I lie Johnson, East Moline; and Mar-; jorie Wilburn, Ulster Park, N.Y.; a nephew, John Welander, Moline; two great-nephews and a great-niece. Davenport Wayne Quandt DAVENPORT Services Wayne E. "Jack" Quandt, 74, of Davenport, will be 1 p.m.

Tuesday at Runge Mortuary, Davenport. Burial will be in Davenport Memorial Park. Visitation will be 3-5 and 6-8 p.m. Monday. He died Friday at Davenport Lutheran Home.

Mr. Quandt WOODHULL, III. Gladys M. White, 75, of Woodhull, died Saturday in Alpha. Services will be 10:30 a.m.

Tuesday at Crain Funeral Home, Tamms, 111. Burial will be in St. John's Cemetery, rural Tamms. There will be no visitation. Pe-terson-Wallin-Knox Funeral Home, Woodhull, is in charge of local arrangements.

Gladys Jordan married W. Wayne White in 1933 in Cairo. He died in 1964. She retired in 1980 from Hollywood Candy Factory, Centralia. She later moved to Woodhull.

Survivors include a daughter, Sandra Kay Crane, Orion; and Larry Woodhull; three grandchildren; sisters, Jerri (Mrs. John) Kobb and Peggy Johnson, both of Centralia; and Betty Ritchie, South Bend, and a brother, Jake Jordan, Florida. John Rainey KEWANEE, 111. Services for John H. Rainey, 75, of Kewanee, will be 2 p.m.

Tuesday at Rux Funeral Home, Kewanee. Burial will be in Mount Olivet Cemetery, Kewanee. Visitation will be an hour before service time. He died Friday at St. Francis Medical Center, Peoria.

Mr. Rainey worked as a manager at Kewanee Boiler. He retired in 1980 after 42 years. He married Eleanor J. Beyer in 1941 in Kewanee.

She died in 1987. During World War II, he served in the Army in the South Pacific. Survivors include daughters, Judith Novak, Davenport; and Cheryl Fletcher, Urbana, three grandchildren; brothers, George, Kewanee; and Roland. Port St. Lucie, Fla.

Margaret Jenkins married Dr. D.O. Bovenmyer in 1930 in Albia. He died in 1988. Mrs.

"We may end up doing a combination of all of those things," Alderman Jim Ward, said. "Right now, we are just trying to figure out what we want to do." For several years, the city has been dipping into its savings to pay for budget deficits. ''What has happened is we have built up a considerable surplus fund over the years because revenues were greater than expected or expenses were lower than expected. At the end of this year, we will have $5.2 million in that fund," Finance Director James Nowicki said. $6.4 million a year in property taxes for the last five years despite the fact that property values have gone down.

This was done by raising the tax rate. "We have enough money saved up that we can keep spending more than we have coming in for about two years," City Administrator Wally Douthwaite said. "But it is better to adjust spending and revenues now so we don't end up hitting the wall two years from now and have to take drastic measures." One suggestion for limiting next year's budget deficit is to spend less on street repairs. Other suggestions call for a user fee for the proposed curbside recycling program, decreasing the amount the city pays for municipal employee health insurance or increasing property taxes. The council will need to determine what action it will take before Jan.

1 If it decides to raise property taxes more than 5 percent, it will need to take action sooner in order to have a public hearing on the matter. Although property values have dropped during the last five years, the amount individual taxpayers paid has remained fairly constant. Moline has done this by not taxing a set percentage of property values but by setting the amount of money it wants to collect and adjusting the tax rate accordingly.

Mrs. Derrickson worked as a nurse's aide at the former East Moline State Hospital. She retired in 1978 after 10 years. Vera Dotson married Elza Derrickson in 1956 in Rock Island. He died in 1958.

Her memberships included the church, where she served as an usher. She was a hair stylist and graduated from the American School of Beauticians. Memorials may be made to the church. DAVENPORT Services for STOP SMOKING two-thirds have complied," Mayor Duane Dawson said. "A lot of them are making temporary signs permanent." Dare recently purchased the former Roger Woods Meat Market. He still has a portable sign in front of the establishment, even though the six-month grace period for compliance has expired. "That sign draws in a lot of business for us," he said. He recently received a notice from the village, telling him to get rid of the sign or make it permanent.

Store manager Kathy Hughes said it did not cost much to bring their sign into compliance, but said the law might discourage some businesses from locating in Milan.

Mayor Duane Dawson and Village Administrator Steve Seiver said they have answered a few calls from business people who don't like the new sign guidelines, "They don't see that it makes any difference," Seiver said. "They have no good reason, except they don't like it," Dawson added. "I don't think its causing any great hardships on anybody." The Milan Chamber of Commerce proposed the sign law te the board last year. "It actually came from the business community," Dawson said. The Chamber, as well as village officials, hope it will snowball into a broader cleanup effort within the village.

"It's just one part of an overall effort to attract people to this community and make it a community that people are proud of," Seiver said. Mr. Harrell married Mildred Hincher in 1940 in Clinton, Iowa. She died in 1970. He married Julia Draper Dahlheim in 1970 in Higbee, Mo. He worked 45 years for International Harvester, East Moline, retiring in 1975 as a product design engineer.

He had been a member of Silvis Fire Department since 1939 and had been assistant chief. During those 52 years, he was credited with saving the lives of two people. His memberships included First Baptist Church, Silvis, and Silvis Senior Citizens. Memorials may be made to Silvis Fire Department Scholarship Fund. Kipp was employed by Johnston Lumber Annawan, for more than 30 years. She was employed by Alexander Lumber Geneseo. Her memberships included the church and Annawan-Alba Home Extension. She was a former 4-H leader. She had served as an election judge for Alba Township for several elections.

Schubick worked as a letter carrier for the U.S. Postal Service, Muscatine. He retired in 1989 after 30 years. He had been a Muscatine firefighter for 1 1 years. He married Janet Anson in 1959 in Aledo, III.

During World War II, he served in the Army. His memberships included Veterans of Foreign Wars, Eagles Lodge and American Legion, all in Muscatine.
