was a gambling debt and he mentioned the Red Crosssweater as a means of concealing the debtJ how all these rumors start about the Red Schmidt said we aim to put a stop to He said the Red Cross whose goal Is $54000 in Weber County this year is handicapped by the recurrent phony rumors The rumors and the facts are exposed in a pamphlet published by the national Red Cross A portion of this pamphlet not decided however The board verified May 14 as date for the parade and called for appointment of a committee to plan the parade make the day mean During a brief discussion it was pointed out that since the parade has been already listed on the calendar and many parents and others had been planning toward it officials felt they should go ahead with it The issue was debated at a board meeting last month Most bitterly opposed to the event was the Ogden Principals Assn 1 Having gone on record 100 per cent in favor of abolishing the parade they protested tjiat the event was hazardous caused a the present time that any good would come out of a four-power conference of the United States Russia France and Great Britain The President was told that Prime Minister Churchill of Britain had again advocated such a meeting Eisenhower smiled and said he has disagreed with the Prime Minister in the past on some matters Vice President Nixon has been picked by Republican leaders to make the official reply to Stevenson He is to speak Saturday night over the television and radio networks that carried speech Nixon reportedly was selected by Eisenhower after McCarthy announced he was going to demand that NBC and CBS give him free time to reply to what he called attack on me McCarthy called1 the choice Nixon to reply for the Republicans excellent But he said he intended to test whether the networks could refuse him free time to fire back personally at Stevenson McCarthy said he will employ counsel to test whether the networks can deny him free time to reply McCarthy said that as he sees it equal free time should be given to the Republican Party to Eisenhower and to him McCarthy said he will speak for himself and over the same networks as Stevenson and at their-expense if possible He said that if the Federal Communications Commission has a rule which guarantee that right rule has got to be McCarthy was offered free time if he desires it to reply to a CBS TV program on which Commentator Edward Murrow said last night the senator repeatedly has stepped over the line between and Republican leaders in the Senate shied away from comment on Sen assertion on the Senate floor yesterday that McCarthy intention or through was doing his best to shatter the Republican Party Flanders the first Republican senator to strike out publicly at McCarthy by name said that the Wisconsin wide-ranging hunts for subversives were divert ing the nation from serious problems to an extent to our future as a Too Busy to Reply McCarthy said time to answer Republican Flanders said he found to praise and much to deplore in He credited Me Carthy with a housecleaning job after the Republicans came to power last year But declaring that dangerous attack is from without not from the Vermont sena Ferguson and Sen Bridges of New Hampshire president pro tem of the Senate said they hac no comment Ike Planning Talk on His Tax Program WASHINGTON Presl-dent Eisenhower announced to day he will go on television and radio probably next week to discuss informally the philosophy ehind the tax bill The President making his plans known at a news confer-snee made no reference directly to a pending House bill to cut excise taxes by about 912 million dollars a year His announcement also came against the background of a Democratic move to boost personal income tax exemptions by $100 at an additional loss in revenue The administration has not en- dorsed the excise cut and the treasury has indicated strong opposition to the exemption increase Eisenhower did say" that his address will deal with the general philosophy of his tax program In the past he has repeatedly stressed that the government has to get the money to pay its bills and that the aim is to get it with the least burden to the economy and to the people House leaders of both political parties were predicting close to unanimous approval for the excise cut The bill also would postpone for one year scheduled cuts other excise rates The administration wants that part of the measure Hours of political debate were In prospect however over different aspects of the first major tax bill to hit the House floor in thi congressional election year The Senate has not acted on it The bill would level off at 10 per cent all excise or sales tax rates now above that figure except for liquor and tobacco effective April 1 Sponsors said this would bring a wide range of price as well as tax cuts save shoppers substantial sums and give a boost to business to help combat the present economic dip In the background a big fight was shaping up for next week when a bill to overhaul almost all tax laws is scheduled on the House Floor Democrats will fight to add a $100 increase in individual income tax exemptions for each taxpayer and each dependent The bill up today would slash the present 25 per cent rate on long distance telephone calls cut in half the 20 per cent tax on movies sports and other admission tickets and on furs jewelry luggage cosmetics pock etbooks wallets cameras film and light bulbs and cut one-third the present 15 per cent rate on sporting goods pens mechanical pencils lighters local telephone bills and rail bus or air passenger fares On the other side it would cancel about $1070000000 in excise tax reductions scheduled April 1 under present law Don't Condemn POWs Says Ike WASHINGTON (UP) Eisenhower said that any political speaker might mention critically the names of 20 or more persons and that it would be impossible for the networks to give each of them time for rebuttal The White House gave added emphasis to use of the for assertion by authorizing its direct quotation Ordinarily the news conference statements may not be quoted directly Is In Good Humor Eisenhower seemed in good humor smiling when the subject was raised in talking about the Flanders speech but he stamped his foot and was grim in some of his comments on what Stevenson 1952 Democratic presidential candidate said about defense policies in an address at Miami Saturday Stevenson had questioned in a Miami party speech whether the new military program with emphasis on atomic and other new weapons is really affording the country the best security Eisenhower said that he is doing nothing in the Defense Department that he does not believe is for the best interest of the country He is notgoing to demagogue about it either the President said his face flushed Firmly Elsenhower said that he is as concerned about the security of the country as any sin gle individual could possibly be No Change In Operations Eisenhower said that there had been no procedure change in operations of the joint chiefs of staff He said he always dislikes slogans and believes the tag is not truly descriptive of the military program The subject of Flanders speech was brought up when a reporter asked Eisenhower whether he sympathized with what Flanders had to say Flanders had told the Senate that McCarthy 'intention or through was his best to the Republi can Party Eisenhower said he agrees generally with what the Vermont senator said main thesis was that the great Communist danger to the United States was from without and that McCarthy with his concentration on internation al subversion was diverting at tention dangerously from the external threats He said the Republican Party is now the party of responsibility so charged by the people He said there was great danger in internecine warfare He said that procedures that were irregular and were aimed at aggrandizement of an individual an obvious reference to McCarthy were doing the country great damage How About War? On other matters the President: Declared emphatically that the United States never will become involved in any war unless such a step results from constitutional processes He made that reply when asked what would happen if any of the Americans stationed 'Fair Play' Rules vestigations subcommittee inquiry into reported Red activity in defense plants summoning to the witness stand five workers from an electronic laboratory at utley TAXES Hours of oratory but near unanimous approval in the end is predicted for the first major tax bill to hit the House floor this year The general tax overhaul measure would knock down to 10 per cent most sales tax rates above that figure (Details on this page) DISCRIMINATION Although Senate passage seems most unlikely the Senate Labor Committee meets to
