2 TIMES-DEMOCRAT Saturday. July 1, 197! Daveoport-Bettendorf, Iowa Romney Lashes Out At Critics Of Housing Plan tions before July 7, Romney said Aid Daniel Rodrick, whose 8th Ward contains most of the "235" developments in Davenport, said he has received as many as 80 complaints from his constituents. Ripley said he and his neighbors will picket Clarke's new model homes at the edge-wood Addition off Pine Street north of 54th Street from noon until 4pm Sunday afternoon. Davenport's "235" housing developments not be judged on the basis of one chronic complainer," George Romney. head of the Department of Housing and I'rban Development iHl'Dt, said Friday.

During a meeting with Davenport city officials. Romney lashed out at recent criticism of the federally assisted housing program in which persons of certain income levels may obtain subsidized mortgages to purchasing homes. "It's time to put this pro gram in perspective," said Romney. Ve get no credit for the good aspects of the program and we will register our feelings vigorously James Ripley. 1822 Welshire Drive, whose "235" home was visited by Romney during a tour of various city housing programs, said his neighbors will picket a model home belonging to the Clarke Co builder of several "235" devel opments in Scott County Ripley has charged that the firm has done little to correct structural deficiencies in the units.

C. David Albright, vice president of the Clarke said his company has strived to comply with FHA correction recommendations. Albright said recent published accounts of dissatisfaction with his company's homes do not represent the consensus of Clarke home purchasers. Albright said a review of the file on the Ripley home showed the company "was derelict in folluwing up their responsibilities to correct callback items." He said personnel changes occasioned by corporate expansion contributed substantially to this oversight." The Clarke executive said new call-bark procedures have been put into effect and "we have great expectations that the new control system will eliminate problems of this na ture." Albright said nine call backs had been made at the Ripley home to make various repairs and in two instances the owner refused to permit company employes to do any work. Ripley termed Romney's brief visit to his neighborhood a "show" and a "quick shuffle." "I have not been a chronic complainer," said Ripley.

"I just trying to get my home up to what it's worth. Right now it nothing but a crackerjack box." Ripley contended news of Romney's scheduled visit prompted the developer to perform more repairs on his house "in 48 hours than during the two years I've lived here." Romney said area I'll A officials had already taken steps to correct deficiencies in the Ripley house long before it was announced the HID secretary was coming to Davenport. "YVE HAD A program in Michigan for preschoolers like the federal Head Start program long before it was initiated by the government." she said. "When they brought in the federal program they started paying our volunteers and all of a sudden people didn want to volunteer anymore Mrs Romney has been vice chairman of the national organization for the past eight months and said being located in Washington, has helped her make progress with the program. "It's unfortunate, but society is structured so you can get in to talk to important people it your husband has a job like mine does It shouldn't be that way.

"We've contacted all the wives of governors to get them working on slate volunteer programs and we re conducting a big drive to get college students involved Mrs Romney complimented the local volunteer bureau during her visit Friday on its accomplishments in getting persons into volunteer serv ice She urged the local bureau to use the national bureau for guidance in setting up new programs in the QuadCities. The Davenport branch of the buraau merged this year with the bureau in Rock Island, making it the first local chapter to span city, county, state and regional lines. Mrs Romney got a glimpse of one of the local volunteer programs during the afternoon when she toured the new Scott County Mental Health Center. He said California's members should not have been allowed to vote Friday because of the suitessfrtfchallenge to many of those delegates approved by the committee Thursday. In an earlier contest, McGovern picked up eight convention votes when the credentials committee upheld another challenge brought against the regularly elected delegates of four downstate Illinois districts. THE CHALLENGES in the 17th. 19th.

22nd and 23rd congressional districts of Illinois were made on grounds that the slates of delegates elected there in the March primary were hand picked by party officials in violation of reform rules. As a result, the contenders said, women, young people and minorities were a mere handful of the 26 delegates elected in the four districts. The challenge in Chicago was made on identical grounds. John R. Reilly.

attorney for the challenged four-district delegation, said the accusation of hand picking delegates was a bogus issue since the delegates had been elected in an open primary anyone could enter. THE OVERTURN, he said, "throws our winners and replaces them with losers." Claude Holman. a party regular from Illinois on the committee, warned before voting began that disruption of the state delegation would add "dissension, disorganization and venom" to the party's problems. Ironically. McGovern won the Illinois test using an issue he opposed in his California defeat in committee proportional representation.

The committee repudiated California's inner 4ake-all primary and apportioned 151 of the 270 delegates Mc-(Jovern gained there among the trailing candidates. I jMiss Your Paper?
