They are bargaining for higher wages, according to Billie Rowland, president of Local No. 2001 of the International Association of Fire Fighters. Rowland said the action is part of a two-pronged attack on the city administration. Two hours before the picket line began, a genera 1 slowdown of activities by union members went into effect at the fire station. The decision to initiate further action against the city was approved by a union vote Tuesday afternoon, Rowland said.

The slowdown means that members of the union in the two departments, with the exception of the fire chief and his assistant, will answer emergency calls only and will not take part in the equipment maintenance cleanup. The action has alienated Fire Chief Jesse Gordon and Assistant Chief Goss Blanchard, both untion members. Chief Gordon issued a letter declaring both himself and Blanchard as being in the position of management, putting them on the city's side in the current wage dispute. Russell M. Johnson, president of the Twin City Federal Savings and Loan Association, explained that the money belonged to the employes all the time. They had paid it into their company pension fund. Prior to this year, workers had paid one-fourth of the amount that went into their pension funds, with the association paying the balance. But last January the firm switched to a retirement plan under which the company pays the full amount.

Johnson said the board of directors decided it would be unfair for newer employes to enjoy a completely company-paid pension plan while older employes paid much of their own. So the money paid by the older employes into the pension fund was returned to them, with interest. Arno Windsor, a vice-president in the mortgage department, said he might use his check to replace his aging car with a new one.
