DAILY STATESMAN: TUESDAY FEBRUARY IDAHO 1902 BRIEF LOCAL NEWS i 'I PflSITiONOFJONES 'MMUREOF TWO SWINDLERS ed as the standard-bearer o2 'the 'two parties and carried them to victory When he and associates were sworn in and assumed the reins of state government Idaho was carrying a heavy debt and warrants were selling at -90 cents on the dollar' When the Populist and Democratic conventions met In 1898 warrants ''were sought- after at a premium the people were fully satisfied with the manner in which their 'affairs were pared for and' very naturally under -the greatly" improved conditions the result was the renominatloxi of Governor steunenberg and he- was again- elected Under the second administration the financial condition of the i state continued to -Improve outstanding warrants were -rapidly called in reducing interest and in fact the Improved systems were held so firmly in the new groove that they a stream inclined to follow a straight line' it has remained to the present time The various state funds are now being Invested in state -warrants and securities thereby saving the interest the land department has purchased bonds to the amount of $108000 which saves to the state in the 10 -years -they are run $64000 in Interest which is apportioned to the school children of the state within a month for the first time in the history of Idaho as a state she will be on a cash -basis the general fund taking up warrants as rapidly as they are issued Of course fund warrants are all cash at issue Under these conditions it seems that no person who is a Democrat or Populist has any Just cause for complaint or any reason why the working in harmony of the two parties should not be continued consequently as a citizen who has the welfare of Idaho and not personal ambition at heart I am in favor of continuing the co-operation of these parties in the interest of economical government in trustworthy hands selected by the state conventions and any man or set of men who puts into circulation a report to the contrary does so without authority and positively through personal and selfish motives When officials are without honor the safe conduct of public affairs are endangered and I feel sure that in this we all agree I firmly believe that the Democratic and Populist parties should organize thoroughly and have worked and shall continue to work on such lines With thorough organization of both In the hands of men who will work for the Interest of the state and not selfish motives success will be certain and tbe interests of the people in safe hands for another two years JONES Erjughi About by the Work of Marshal Ramsey and Lundy TWO BOXES 8UPPQ8EP TO CONTAIN BOGU8 MONEY Charges to Be One of the Intended Victims Discloses the Nature of the Transaction and the Arrest of the Clever Operators Follows in Boston United States Marshal Ramsey and Agent Lundy of the Pacific Express company have been instrumental In bringing about two very important arrests at Boston the men captured being expert swindlers operating with green goods bait On January 20 an express package was received for a Boise man on which there was a of S100 It was de-lired and the money paid The pack-e was sent from Beverly Mass by man calling himself Cannlster who asked the express agent to send the money back by wire This could not be done and the cash was forwarded by express ln the usual manner The transaction aroused the suspicion of Agent Lundy and these suspicions were increased when a second package came two days later from the same party directed to another person here In the second case the yi-as $25 When the man to whom the package had been sent appeared he suggested to Mr Lundy that there might be a swindle Involved In the matter and he suggested that the package be opened This was done Within a small box was a tin cash ox which was locked There was no When the tin box was opened it was found to contain some scraps of paper and a small bottle of something like medicine which was in a cheap belt This medicine is put in to enable the receiver to explain to the express authorities that he is receiving medicine and a belt supposed to be expensive After this disclosure the man confided to Mr Lundy thathe had been In correspondence with a man in Boston who had agreed to send him some money for which he was to pay En delivery inei Statesman: I enclose a letter to the public which I sent to the Capital News this afternoon at 2 At 3 I Mr Fisher and he informed me that it wds received so late that it would be impossible to give it a place today hue he -would try and get it in tomorrow I called his attention to the fact it had been sent to him at 2 I having been Informed by a reporter of that paper that 8 would be in time He then said that the machines were and they were much troubled in getting up matter After waiting a reasonable time I sent for the letter which was returned I send it to you and ask you to publish it knowing that The Statesman is willing to be just to give it a place In your columns and not feel that it Is second choice as a medium through which to reach the public I being a member of a fusion administration deemed it but proper to first offer it to a Democratic paper Very truly JONES Boise Ida Feb 3 1902 Editor Capital News: As the report is being as siduously circulated throughout the state by a few self-constituted politicians who are attempting to become leaders of the Democratic party and a few who claim to be Populists evidently not for the upbuilding or maintaining the integrity of either party but solely for their own aggrandizement personal honor and Justice to my friends demands that I give publicity to my political views and the reasons therefor Up tp this time I have expressed them to no man Democrat or Populist not because of any hope of political personal gain but' on account of tbe propensity of some to misquote I have been accused lately in every portion of the state and this information comes from reliable sources of being an ultra middle-of-the-road Populist I am not nor have been Again no person has ever heard me say whether I intend to be a candidate for renomination A due regard for those who placed me In the important and high position of state auditor and personal modesty would forbid an expression either way When a citizen has served a term in a public position that matter should be left entirely with the people wlio are thoroughly capable of Judging Consequently I have not withheld an expression through any hope of personal gain hut until this time remained silent on political policies for the sole reason that I know the propensities of some politicians so-called to misquote Anything but honorable politics will receive no consideration whatever from me and the state conventions must be the ones to say what the people want In doing so they are protecting their Individual Interests and the welfare of the state Consequently no official or any man can be bigger than his party if that party is worthy of an existence In 1896 I was in the Fopulitt state convention that made the first union with the Democrats I Indorsed the union Frank Steunenberg was select i tl -a i 'a I Mr Lundy took the man to Marshal ir Ramsey to whom the story was re- peated The man surrendered the cor-1 respondence and gave all the Information in his possession It was then suggested by Mr Lundy that it was not too late to stop delivery of the $100 paid by the first victim Marshal Ramsey at once took the matter up with the secret service department at Washington The result was that delivery of the money was stopped and the clever operator captured with a confederate The name is William Woodward and that of his con- federate Otto Scheuler The secret service officers have Informed Marshal Ramsey that the capture is a very Im-arant one he two operators are held under $10000 bail on the charge of using the mails for fraudulent purposes Their arrest was chronicled some time since in the Associated Press dispatches "When they come to trial some witnesses will have to go to Boston from Boise For the present Marshal
