18 QUAD-CITY TIMES Friday. Oct. 16, 1975 Dave nport-Bettf ndorf, Iowa 1 A Deaths I i xj On ttMrnmmmmmnmm-i immmmd Lmmmmmm 4 Care Home Pondered The feasibility of an emergency shelter care home for troubled youths in Rock Island County will be studied by the county Youth Service Bureau with help from the Alternatives To Detention program, the YSB board decided Thursday. The board agreed to ask Andrew Jefferson, director of the Alternatives To Detention program, to explain next month his agency's efforts to place juveniles in trouble in emergency foster homes and the Moline Youth Home. The YSB board agreed last month that a study of a coun-tywide emergency shelter home for juveniles should be a first priority because no such facility now exists.

The agency's program committee has begun a study of such a center and also a detention facility and long-term group care center for youths, for which "there is a real and continuing need in the county," committee member Ron Mooreman said. Ray LaHood, a planner for the Bi-State Metropolitan Planning Commission, said the federal Law Enforcement Assistance Agency may pay for 90 per cent of the rent of such a center if one is designated by the county board. Mooreman said his committee will ask other agencies about similar programs that may have been developed, including a study of the need for emergency homes by the Rock Island County League of Women Voters. operated. In August, the zoning board denied an earlier permit request submitted by the commission for land near West Lake Park owned by the county conservation board. Hojden said he felt that in the future the commission should take permit proposals to the zoning board before spending the money for engineering studies to determine whether the site would be suitable. Landfill superintendent Leonard Minnaert said one the potential landfill sites being considered is a 70-acre tract east of Interstate 280 near the Utah Avenue and Locust Street intersection in west Davenport. Minnaert estimated that the site probably would be good for about seven to eight years of landfill use.

Minnaert said he also surveyed another 160-acre tract in north Scott County last week. And Schick said he has in- vestigated a 240-acre tract in the western part of the county that has "excellent potential" as a landfill. Commission members declined to be more specific about locations of sites being considered in order not to affect possible upcoming negotiations with the owners. Commission members also said at least three tracts of land in the county have been considered as potential sites to replace the existing landfill at the intersection of U.S. 61 and Interstate 80 in north Davenport.

Landfill officials have said the present facility has a maximum life expectancy of 18 more months. Commission chairman Birch Holden appointed members Harold Rayburn, Al Moore, Davenport Aid. Kenneth Johnston, R-5th Ward, and county supervisor Les Schick to a special committee that would have authority "just short of signing the contract" for purchase or rental of the new site. "So far we have talked only rent (with owners of pot-, ential sites). We haven't found anybody who wants to sell yet in Scott County," Holden said.

He added that per-acre rental prices discussed have ranged from $150 to $2,000 per year. The special committee's authority would include the elimination of potential sites, and deciding with the aid of 'the commission's legal counsel for which site to seek a special use permit from the county zoning board of adjustment. Such apermit is required by the county zoning ordinance before a landfill can be Burglary Tools and about $110 cash were taken in a burglary early Thursday at River King Catering Service 1414 S. Fire Chief Albert an investigation into the cause is under way because "unusual circumstances" seemed involved. He said the owner of the house, Patrick Covemaker, returned home shortly after 1 a.m. Thursday and, when he opened the door, the fire flared up. The fire appeared to have been smouldering for a considerable time, he said. Covemaker reportedly lives alone in the house.

Fire damage was listed as extensive in the living room area, and there was heavy smoke damage to the rest of the structure, Claerhout said. Three Moline fire units answered the alarm at 1:20 a.m., and the fire was under control in 30 minutes, Claerhout said. FUNERAL INFORMATION FRIDAY WILLIAM FALBEl 59 2007 Marquette Chapel 11:30 A.M.
