THE SUPREME COURT held in a unanimous ruling June 19 that electronic surveillance of the type involving wholly domestic organizations could not be carried on by the government without prior judicial approval. The court left open the question of whether, without a court warrant, wiretapping and bugging of foreign agents are permissible to protect the national security. Maroney told a Senate Judiciary subcommittee that Atty. Gen. Richard G.

(AP) The sternwheel pleasure boat Delta Queen struck a bridge pier in the Ohio River here and tore a large hole above the waterline, but police said the craft was able to go on to Jeffersonville, about 50 miles down river, for repairs. The Queen rammed a pier in the bridge between Madison and Milton, bounced off, tore through a dock at the Scuttlebutt Harbor and went aground, officials said.
