The Governor recommends a modification of the registration and election laws, the printing and revenue laws: recommends the repeal of tbe Metropolitan Police law, by substituting tbe system in existence at tbe organisation of the present Government, giving the control of the police to the city, and limiting tbe expenses to four ausdred thousand dollars annually, instead of eight hundred thousand dollars as now required. He recommends the enactment of a law limiting tbe expense of the General Assembly to a hundred and twenty-five thousand dollars; reviews the enormous expenses of the House of Representative under Speaker Carter's administration, and shows that the last aession oct tbe State over tTin.OHO, aa average cost ot 111,300 per session, or ilit 67 per day for each member.

He show that Carter appointed over eigaty clerks on the Enrollment Committee, when but one hundred and twenty-six bills were passed during the entire session, and the work could have been done by eight or ten clerk. He recommends the repeal or tbe act creating the State-house Commission, Involving a million and a hair of dollars, and recommends thirteen other specific reforms on various subjects. The Governor take strong grounds against and declare opposition to appropriations for any purpose except the necessary and legitimate expense of the government The leading recommendations of tbe Governor, if carried out. would save the State and city annually $1,410,000. The Governor bat vetoed sixteen bills pasted by the last General Assembly, involving two and a half millions, including also some annual appropriations.
