Realtor Charles Dohrn floated a tentative proposal for a 393-acre development near the Crow Valley Golf Club at Monday's Bettendcrf City Council committee-of-the-whole meeting and left with the impression that city officials may favor the plan.

"We will need to have more meetings, but I think the reaction was generally favorable. We want to know what kind of cooperation we are likely to get before we exercise our option to buy the land," Dohrn said after making his presentation. DOHRN told the council he represents a group of investors Leo Miller Will Head Alumni Unit Leo G. headed by R. Wayne Everett and Associates, Bettendorf. The group, which hopes to incorporate under the name Hawkeye Land has an option to purchase the 393 acres from Crow Creek Estates the company that owns the land on which the golf course is located. The land lies south and east of the 18-hole private course and straddles the Davenport-Bettendorf city boundary, with a little more than half of the property in Bettendorf. The Davenport part of the tract is zoned commercial, but a large part of the Bettendorf area would have to be rezoned to permit a development of the type envisioned by Dohrn's group.

TWO ROUGH sketches prepared by a consulting firm offered different combinations of condominiums, single- and multilamily dwellings and offices that could be built on the tract. Stressing that the investors would go through with the plan only if the concept met with a good reception, Dohrn asked the councilmen whether they "would bend over backward to help us get the variances we may need" or if they would instead throw up obstacles to the plan. Several council members said they could not react either way until aspects of the proposal are more solidified. Hacker, 76, Templeton, Iowa, were Wednesday in Templeton. She died Nov.
