First, our television viewings start to diminish now and second, A. C. Nielsen's computers take a week off over Christmas so the networks hold back their choice product until -they are being measured again and until we start paying more attention. For the week ending Dec.

8 three Christmas specials ranked in the top 20 although the list was headed by NBC's Chico and the Man with a 31.2 rating. The others in the top 20 were 2 Sanford and Son, NBC 30.2; 3 All in the Family. I wonder if we aren't seeing some distinct erosion in the standing of Mary Tyler Moore this fall. If so, could it be the program is missing the presence of Rhoda or that perhaps too many episodes are being built around Ted Knight? Or both? As good as Ted Knight is as Ted Baxter, I find him a bit too much of a caricature, too much of a cartoon character to play such a central figure in some of the story lines.

show. To Present Series KLAC will present its version of the "Twelve Days Before Christmas" through the Dec. 24. The series consists of one-hour Yuletide vignettes broadcast each day from noon -1 p.m., with the entire 12 episodes airing from 6 p.m. on Christmas Eve til 6 a.m.

Christmas Day. Featured on the series are KLAC's personalities plus prominent entertainment figures in the Country- Western music field. Although she's not a Country-Western celeb, songstress Vikki Carr elected to participate in ICMPC's second annual Salvation Army Kettle Day this past Wednesday, joining that station's personalities out in front of the facilities in both ringing the bell and manning the pot. This year as they did last year, KMPCers made curbside visits to passing motorists who stopped to sweeten the kitty. Allen Strong 22, who' owns the North Side Parlor, said the decision to install the elaborate anti-smoking system was simple ice cream absorbs smoke and that ruins its flavor. "Besides," he said, "who wants to sit in a smoke-filled room like a bar and eat ice cream?" "Municipal cable television franchises must be rewritten within the next two years to comply with the Federal Communications Commission's dead- Braude noted. Braude commented that the city's authority to grant franchises and set rates for cable television could be re-, moved by the FCC if the city does not meet the increased demands for leadership in the field of cable technology and its application in the public interest of the citizens of Los Angeles. "Cable television is a great deal more than improved reception and some good movies," said Braude, "and we need the expert analysis a Cable Advisory Board would offer in exploring the potential of cable television to increasingly improve community-wide communications and information." Ward Nominates Activist Mexico A rees to Civil Service Board Los Angeles County Supervisor Baxter Ward (Fifth District) this week nominated Valley community activist Louise Frankel to the powerful County Civil Service Commission. No action was taken on the nomination which was made Tuesday in the absence of Supervisor Pete Schabarum (First District).

Three weeks earlier, Schabarum waited until Ward had left a Board meeting to nominate former Grand Jury foreman Earl J. Sachs to the commission. A vacancy on the three- member Civil Service Commission was created in September when the Board of Supervisors fired 0. Richard Capen over allegations of nepotism and rigging of examinations. Board chairman James Hayes (Fourth District) told Ward Tuesday that no appointment should be made until the entire Board has had a chance to interview the candidates.

"Mr. Schabarum brought up somebody when you happened to be absent," reminded Hayes," "and Mr. (Kenneth) Hahn (SEcond District Supervisor) and I objected because a full Board was not present." Supervisor Edmund D. Edelman (Third District) pointed out he has only been in office a few weeks and said he wants an opportunity to interview the candidates. "I know Mrs.

Frankel and have a high regard for her," Edelman said. Byars Completes Drill Navy Seaman Recruit Craig A. Byars, son of Mr. and Mrs. F.J. Byars of 11001 Garden Grove Northridge, has been graduated from recruit training at the Naval Training Center, San Diego.

He is scheduled to report to Commissaryman School, San Diego. The training included instruction in seamanship, military regulations, fire fighting, close order drill, first aid and Navy history. Television Star to Play Santa at Clinic's Party Billy Barty, star of children's television shows, will play Santa Claus on Monday at a holiday party for the children of the San Fernando Valley Child Guidance Clinic Day Treatment Center, 7335 Van Nuys Van Nuys. Appearing with him to enter- tairi the children will be Rori Gwynne, playing the guitar and singing. Shirley Samson and other members of C.H.I.L.D., a support group for the clinic, have arranged for the party.

Members of C.H.I.L.D. will be assisting with refreshments. County Board Orders Nursing Home Probe Santa Barty will be distributing gifts for the children donated by employes of the General Motors Acceptance Corp. The clinic's day treatment service provides psychiatric treatment and remedial instruction for children with emotional problems in a classroom setting. It is building a new facility across from California State i i i which will provide nine classrooms for day treatment and additional space for ouwpatient services which treats 2,500 families annually.

For further information telephone 782-4453. An investigation has been ordered to determine which nursing homes in Los Angeles County do not meet good health standards. County supervisors Tuesday directed the Dept. of Health Services to make the review and report back with a list of substandard institutions. Officials were instructed to include the number of citations received by each home from the Health, Building and Safety and Fire Depts.

Supervisor Hahn (Second District), who spearheaded the probe, said he concerned that some rest homos and con- valescent hospitals fall short of ideal standards. There are 400 such facilities in Los Angeles County. The county has 24 inspectors who visifeach institution at least three times annually.
