Teamsters Strike Hits Construction Work A dispute between the Teamsters Union and cons tion management over the status of men who own and operate their own tracks entered its third day yesterday, with a Teamsters official claiming that of all construction sites in the county are closed down. On the first day of the Ulown, construction workers and truck drivers left their jobs on most freeway construction projects, flood control projects and building construction sites in Los Angeles County. The APL-CIO Construction Trade Council sanc- i the Teamsters' picket lines, and most building trades workers refused to cross the lines. The dispute centers on whether truck owner-operators should be placed on management payrolls to avoid having the own- r-o a rs in competition with truck drivers who are hired by construction firms. A a msters official said the union is seeking employe status for owner- operators, including all STRIPED GARB OPTIONAL Jail to Be Party Site The Los Angeles Board of Public Works yesterday announced plans for a Halloween party where the spooks may be the ghosts of long gone criminals.

Scene of the festivities on Oct. 30 will be the old Lincoln Heights jail a white elephant which the city would like to lease out for commercial use. BPW president Howard Chappeil said the purpose of the party and a re- 1 a advertising campaign is to "direct the imagination of the economic community for use of the facility compatible with its structural idio- syncracies." One possibility Chappeil sadi, would be an "austere tourist hotel-restaurant facility." The party was suggested by the Phi Alpha a 1 egal fraternity, which has many alumni who got their early experience in law in courtrooms in the old jail. Several years ago the city went out of the jail business after the courts ruled the county must provide care for those arrested on drunk offenses. Since then the city has sought other tenants.

A much publicized plan for federally financed firms to provide job training for lean-Americans collapsed. Asked what he would wear to the party, Chappell replied: "I haven't decided yet." fringe benefits paid to all regular employes. The issue has been under negotiation since May, a Teamsters Union official said.
