Member Federal Reserve Banking System special privilege ana iavormsm. Governor Dewey's speech In San Francisco does not, of course, come as a surprise. Anyone who read the progressive speech made by Governor Earl Warren of California Jn his keynote address at the Republican national convention will find that the New York governor follows that keynote rather closely. It will be recalled that Mr. War-Ten conceded many of the New Deal objectives and announced that there was no Intention of repealing the useful social legislation that has been passed.

Governor Dewey has made his choice between conservatism and progressivism, and he will Incur a certain amount of hostility within his own party. But the conservatives will vote for him anyhow. It Is the progressive and independent vote that he most needs. What Governor Dewey has just lone is to remove effectively from the campaign the idea that a change in administration means an Abandonment of social objectives, lt will mean, doubtless, different personnel and new methods of administration and probably various amendments by congress to rengthen existing laws, but no-dy Is able to argue persuasively now that the Republican nominee Intends to nullify or sabotage any 'fit the worthwhile reforms that Jiave been accomplished by the Deal. Governor Dewey has made substantial progress in outlining his a-iews on domestlce policies.

His tand on foreign policy, however, Jias not yet been comprehensively presented and there are many voters who consider foreign policy paramount, especially as they wait Ao see whether the isolationist croups in the Republican party and tilgh-tariff factions are going to James Patrick Haley, 12-year-old part in the Ballville Presbyterian Sunday school Rally day program son or Mr. and Mrs. J.
