The measure makes sweeprevisions in present statutes ing crack down on drunk drivto other violators and at er and time to improve trainthe same ing opportunities and provide a system of auto safety inspections. Sponsors of the measure, State Sen. Michael J. Maloney R-7 Cincinnati and Rep. Gordon M.

Scherer R-71 Cincinnati, were present for the signing, which they said culminated nearly two years of legislative study. "This is not a cure-all but it is an affirmative step in the right direction," Scherer commented. Among other things, the enactment includes a so called "implied consent" provision under which suspected drunk driv ers are deemed to have given their permission for alcohol blood tests upon their application for a license. Tests may be refused but such refusal could lead to a six-month suspension of the driver's license. Otherwise, the bill requires completion of an approved driver education course as a prerequisite to the issuance of new licenses and earmarks about $10.8 million for programs in all high schools.

Three year drivers' license fees will be $4 instead of the present 75 cents to cover the cost of the programs. In addition, the bill increases penalties for a series of traffic offenses and eliminates from the law a requirement for radar warning signs. A random program of automobile inspection is provided. It will be carried out by threeman teams operating in various geographic areas of the state under supervision of the Ohio Highway Patrol. Besides the highway safety bill, the governor signed 17 others.

They included an administration measure hiking workmen's compensation benefits an aver- Curb-Cutting Limits Sought By Engineer County Engineer Miles Newton recommended to Sandusky county commissioners today added restrictions to cutting into pavements for sewers and other purposes. Ford, UAW Try To Clear Path For More Talks DETROIT (AP) Bargainers for both the United Auto Workers and the Ford Motor Co. meet today to discuss the possibility of resuming negotiations as the strike by 160,000 UAW members against Ford entered its fifth day. There was no indication whether the get -together, termed "a kind of probing meeting" by one union source, would mean a quick return to the bargaining table. Ken Bannon, director of the UAW's Ford Department, represents the union and Sidney F.

McKenna, Ford director of labor relations, the company. Earl Mazey, UAW secretarytreasurer, predicted that the nation's No. 2 automaker would; not be interested in serious negotiating until its supply of new cars ran out. The company says its supply of some 85,000 1968 models ready for introduction Sept. 22 will last about 30 days.

"I don't want to give the impression that we won't meet with the company for four weeks (after the introduction date)," Macey said, "But there won't be pressure on the company until that time." Some 700 people attended a rally Sunday night in Detroit's Cobo Hall sponsored by the International Society of Skilled Trades (ISST), which is attempting to lure skilled workers out of the UAW. The ISST picketed General Motors plants in Flint and Saginaw last month in an effort to make good its threat to get craftsmen out of the UAW. The ISST has failed in several attempts to win representation elections from the National Laber Relations Board in shops organized by the UAW. Some craftsmen in the UAW have demanded they get one dollar more an hour than nonskilled workers to put their pay: in line with that of skilled 0 men outside the industry who are represented by craft unions. Walter P.

Reuther, UAW ident, has included special pay increase for skilled workers in. what he calls the "longest, most ambitious" list of demands ever made by the gotiate on the special raise for The Big Three offered to ne: skilled workers, but the union rejected their entire offer, which includes a 13-cent-an-hour pay increase to be improved at 2.8 per cent a year. The UAW is also asking for a substantial wage increase, a guaranteed annual income and equal pay for Canadian workers. The average auto worker now makes $4.70 an hour in wages and fringe benefits. While the Ford strike has already forced layoffs at some of the firm's 7.000 7,000 major suppliers, the effect of the auto industry's labor problems on the steel industry will reportedly be minimal if confined to Ford.

Steel magazine, the weekly metalworking journal, said today that Ford uses about five per cent of the nation's steel output. Bulletin TOKYO (AP) Hanoi radio said a U.S. eight engine B52 bomber was shot down today over North Vietnam. There has been no previous claim that any of these high flying bombers, used almost exclusively over South Vietnam, has been downed. There was no American confirmation of.
