NwraCapftal BUTMU The so-called "east area rapist" apparently struck here again early Thursday morning for the 27th time in 16 months. His latest victim was a 13-year-old girl, whose mother was tied during the attack.

Since the attacks began more than a year ago, there has been a "dramatic" increase in gun sales here, according to police, who admit "we have a great many concerned people." Police are reluctant, however, to talk about the rapist's method of operation and as a result it is difficult to separate fact from fiction that has developed through widily circulated rumore in the Sacramento area. But it apparently is true that the rapist wears a ski mask, is armed and uses a high intensity flash light. He reportedly has used the light to tap the foot of a man in bed with his wife to awaken them! Also, he shines the light in his victims' faces, has the women tie up the man--if one is present--and then place dishes on him. The man is warned that if he hears a dish fall, the woman will suffer. In the latest attack, the mother was warned that the girl's fingers would be cut off if he heard an rattling of dishes placed on her.

Chief Fred Reese of the Sacramento County Sheriff's Department said the rapist is believed to be white, in his 20's Meet. 9-inches tall and 160 pounds. In addition to attacking women, he burglarizes the houses. Asked about this, Reese would only say that he generally takes "something." The chief said limited information is being given out by police "because we get inundated by the madia and can't get our job done." Virginia Church, director of the YMCA here, said, "Their (police) silence is doing more to create mass hysteria than any stories in the newspapers. We're being tortured by not knowing." Kate Gueman, director of the rape crisis officre at the Sacamen- to Women's Canter, said that organization has received numerous calls from women asking about rumors regarding the rapist.

Mr. Cusman states flatly the rumor about mutilization is false. In addition, she believes the Sheriff's Department is trying "very hard," but there is a "great deal of maicontent" in the Sacramento area because the rapist has not been caught. Sheriff's Detective Carol Daley has been reported as saying that the only thing common in the attacks is "silence." Also, Detective Daley said there has been instances when the victim, still tied after the attack, resumes the rapist has left and begins to move only to find him jump from the darkness. New leaders urged as solution to Metropolitan State Hospital trouble Gov.

Edmund G. Brown Jr. is officials in trying to solve problems at Metropolitan State Hospital with money, a hospital psychologist said Thursday Dr. Michael Kannas, a staff psychologist at the hospital for the past 11 years who claimed he was speaking for most of the hospital's personnel, told a news conference "the governor has been misled and misinformed" by state health leaders. "His plan to pour $7 million into Metropolitan State Hospital immediately to solve patient care and staffing shortage problems also is threatened," Kannas said.

"The same leadership is there that got the hospital into its present mess and money won't change their attitudes." Kannas said "the real problem at the hospital is low morale over deteriorating conditions, which has caused doctors and other medical people to leave." The psychologist said, "Gov. Brown is honest and acting in good faith, but he should retire the three top health officials and get new people who will really solve the problems at the hospital." Kannas identified the health leaders as Ray Procunier, chief deputy director of the state Department of Health, and two of his deputy directors, William Keating and Don Miller. He said they were responsible for giving "Metropolitan State Hospital a bad name and reputation. New leadership is needed to establish credibility and medical standards at the facility. "We believe that all the money the governor is promising will not solve the problems at the hospital," Kannas said.

He also noted that in spite of the governor's vows to allocate $7 million, "He still has not officially allocated it. He must get approval from the legislature." Kannas claimed that "the governor is not being told the truth" by medical leaders about what is really wrong. "The money, of course, will help, but it will not change conditions substantially without new leadership," Kannas told the news conference. "The same people who created this mess are still in charge."
