ByFRANERWIN With the advent of Christmas only numbered days away, Toluca Lake actress Mala Powers has already planned the highlights of her Yuletide season: She will do dramatic readings of Christmas stories at churches throughout the Valley. One of the readings will have an especial significance for her since she will be presenting it at the West Valley Unity Church in Reseda, where her mother, the Rev. Dell Powers, is pastor. The stories to be read have been written, compiled or adapted by the actress writer and are all included in a just released record album, "Follow the Star" (a Christmas ADVENTure), narrated by Ms.

Powers on the RCA Victor label. Some are familiar Christmas favorites passed on from generation to generation, some are seldom- heard stories collected by the actress, who has long been a scholar of the literature of Christmas, and some are originals from her own pen. Ms. Powers says that the inspiration for the album was her son Toren Vanton, now 20. "When he was a little boy, we had an Advent calendar and we ceremoniously opened its tiny windows on each of the 24 nights before Christmas.

"I would tell him a story about each picture and where there wasn't a traditional tale to go with the pictures, I'd make one up." All of the stories she created for Toren appear in a booklet which, along with a colorfully designed Advent calendar, accompanies the record album. Mala Powers believes in giving equal emphasis to her acting and writing talents. She says that each gives her its special satisfaction. As an actress, she is probably still best remembered for her role as Roxanne in "Cyranno de Bergerac" opposite Jose Ferrer and as the rape victim in "Outrage," Valley News photo by Garry Watson MALA POWERS Thinking ahead to Christmas directed by Ida Lupino. Both pictures were made when she was a teenager.

She only recently returned from South America, where she filmed the soon-to-be released "Six Tickets to Hell," which also stars another Valley resident, John Russell. The writing half of her career is presently surfacing as she researches background material for a historical novel she has in mind. She'll get to the business of putting words to paper as soon as she returns from Europe. She is accompanying her hus- band, publisher M. Hughes Miller, to the Franfurt Book Fair.

Miller heads his own company, Book Publishers Projects Inc. After the "Fair" in Germany, the Millers will vacation in the villa in Florence where they spent a month-long honeymoon following their marriage seven years ago. When she's in the Valley, Mala Powers presides over the two-acre Miller estate in Toluca Lake. The house and gardens are frequently settings for events sponsored by various organizations, including ANTA (American National Theater and Academy), on whose board of directors both Millers serve. Ms.

Powers allso is chairwoman for the Los Angeles County's "The Mothers March for Dimes." Since the Millers are professionally involved on both the east and west coasts, they also maintain an apartment in Manhattan's East 60s. Her Hollywood stardom firmly established by such pictures as "Tammy," "The City That Never Slept" and "Rage at Dawn," the actress guest stars on television films. Ms. Powers sees her new Christmas album as both a loving tribute to her favorite holiday and an affirmation of her own religious impulse, which she says she experienced during a long hospital confinement recovering from a virus infection. She had contracted the infection while doing a USO show in Korea.

It was while visiting the hospital chapel one day that she experienced a "spiritual happening" that changed her life. "Up to that point, I thought I believed in a Higher Being but I wasn't sure. Afterwards, I not only believed, I knew." Christmas always has been her favorite day on the calendar, Mala Powers says. "That is why I so enjoyed writing and recording "Follow the Star." It awakened all the memories of my favorite holiday season." She hopes the album will do the same for everyone who hears it. Burbank NCL assists with low-cost dental clinic Burbank Chapter of the National Charity League sponsors a high-quality, low-cost dental clinic at St.

Joseph Medical Center for children whose families are unable to afford the expense of a private dentist. The Children's Dental Clinic also is manned by chapter members who volunteer their time. Members assist with clerical work, interviewing new patients, scheduling appointments and conducting dental tours for school age children on field trips. The clinic attempts to provide comprehensive dental services to all financially eligible children, regardless of race, creed or national origin, according to Mrs. Albert Killian, president of the Burbank Chapter.

Working with Mrs. Killian are Mmes. Robert Konzen, philanthropy chair- man, and Richard Wilkinson, Dental Clinic chairman. Dentists and doctors on the staff of the Medical Center donate their time and services to the clinic, each giving approximately one-half I day every two months. Dental hygiemsts also donate their time.

Dental work is provided for approximately 700 children each year and the services include first examination, x- ray, fillings, prophylaxes, pulp treatments, extractions, stainless steel crowns and space maintainers. Each patient also receives a toothbrush and brushing instructions along with information on proper nutrition and diet. Referrals to the clinic are accepted from families, school nurses, public health departments and other sources. Ferraro will speak at political seminar Los Angeles City Council President John Ferraro will discuss the mechanics of gaining political office either by election or appointment when League of Women Voters holds a day-long seminar on Nov. 5 at the Holiday Inn, 10740 Wilshire beginning at 9:30 a.m.

County Supervisor Ed Edelman will be the luncheon speaker and the afternoon panel will be composed of elected and appointed officials including Colleen McAndrews.
