Lack of gas blamed for Powers helicopter crash ByRIPRENSE No mechanical defects were found in the wreckage of the KNBC "telicopter" that crashed and killed Francis Gary Powers, but investigators did confirm that the craft was low on fuel. Spokesmen for the National Transportation and Safety Board said Tuesday there has been no conclusion reached as to what caused the crash that also, took the life of veteran KNBC cameraman George Spears.

"Investigator Bob Gilmore finished his examination of the engine and found no indications of in-flight malfunctions," said board spokesman Al Crawford. "There was nothing wrong except that there was very little fuel in the Crawford also confirmed that Powers radioed Van Nuys Airport requesting landing because of a low fuel supply. A helicopter identifying itself as "TW4" radioed the Van Nuvs tow- er at about 12:35 p.m. and said it was two miles away near Reseda Boulevard and the Ventura Freeway. Crawford said.

The craft was immediately cleared for landing, but apparently ran short of gas and crashed between two baseball diamonds west of the Sepulveda Dam Recreation Area. Investigators finished examining the wreckage at the Wayne Airframe Aviation 16644 Roscoe Van Nuys, and today are expected to check into the maintenance record of the "telicopter" and Powers' flying history, Crawford said. Witnesses to the crash said the helicopter "sputtered" before the engine appeared.to partially break up-before hitting the ground- Powers, who would have been 48 this month, was thrown out of the craft upon impact i Spears, 43. was. trapped inside.

Both men apparently died instantly, authorities said. Firemen responding to the scene immediately removed the smoking battery from the wreckage and prevented ignition of any leaking fuel. Powers, of Sherman Oaks, caused an international incident when his U2 spyplane was shot down over the Soviet Union in 1960. Memorial services for Powers will be held Thursday at 7 p.m. at the First Christian Church, 4390 Colfax Studio City.

Donations can be made to the California Institute of Cancer Research in care of Susan Bailsman, 3741 Royal Meadow Drive, Sherman 'Oaks or to the Hawthorne Hospital Support Group in care of Phyllis Marlow, 4297 Lombardy Road, Pasadena. Spears, who lived in Northridge with his wife and children, will be cremated. Killer, 18, sentenced to life prison term in girl's death By PENELOPE SIMISON Saying that convicted killer Philip Guy Stephens was a "walking cache of TNT," Superior Judge Armand Arabian sentenced the 18-year-old to life in prison Tuesday. Arabian said that it would not take "much of a fuse" to set Stephens off and that "the community cannot stand that kind of explosiveness." Stephens had been convicted July 13 of the strangulation murder of 15-year-old Reseda coed Mary Ann Henderson. According to testimony at the trial.

Stephens met the Henderson girl at Reseda High School football game last Sept. 25 and. after the game, they went to an agricultural area of the campus to "neck." Stephens then strangled her and beat her face with a plank, according to testimony. She died about three hours later. Before the sentencing Tuesday, Stephens told the judge that he had returned at about 3 a.m.

to see if the Henderson girl was still alive and to see if "I did what I think I did." It was charged during the trial that Stephens had assaulted the Henderson girl at about 11 p.m. and then returned at about 3 a.m. to strangle her. Stephens, with his attorney Richard Plotin, was attempting to convince Arabian to reduce the charge from first degree to second degree murder. Arabian rejected that request as well as a request for a new trial.

Arabian also rejected the defense attorney's request that Stephens be sent to the California Youth Authority rather than to state prison. Plotin said that Stephens had been attacked several times during his stay in the county jail and that to send him to prison would be "tantamount to a death penalty." The judge, however, ssid he would recommend that Stephens be sent to either the state prison at Vacaviile or Deuel Vocational Institute at Tracy so that he would have access to rehabilitation. Arabian added that it was a "mockery" that Stephens could be rehabilitated at the California Youth Authority- Stephens will be eligible for parole in seven years. Pick jury in murder trial Jury selection began Tuesday for the second trial in the case of a custodian accused of murdering seven persons at Cal State more than one year ago. The first trial for 37-year-old Edward C.

Ana- way was just four days into jury selection when Santa Ana Superior Court Judge Robert P. Kneeland declared a mistrial. Allaway was arrested last July after he allegedly burst into the library of Cal State Fullerton and blazed away with a rifle. Mike Wyma is on vacation. His column will resume on bis return.

Dist. Any. John Van rie Karnp unveiled the anti- theft program Monday and appeared before the Board of Supervisors Tuesday to ask that the countv join in the effort.

"It will provide an object lesson to the community and cut down not only on car theft, but on auto insurance as well." Van de Kamp told the board. The hot car program isa joint effort of radiostation KFWB. television station KNXT Channel 2 and Montgomery Ward Stores of Southern California, explained Van de Kamp. He said Ward was prepared to supply free anti theft door lock buttons for the more county-owned cars. Supervisor Kenneth Hahn noted there were some 59.000 car thefts in Angeles County last year and he commended Van dp Kamp and the sponsoring agencies for the program.

Report due on 'lost' uranium Two reports detailing amounts of uranium missing from four California research facilities, including a Canoga Park firm, will be released Thursday by federal officials. Gov.

Edmund G. Brown Jr. was briefed Tuesday on the missing uranium by officials from the Energy Research and Development Administration and the Nuclear Regulatory Commission. Among the firms listed as having amounts of missing uranium is Atomics International in Canoga Park, Other research facilities listed in the report include firms in San Jose, Pleasanton and La Jolla. Jim Hanshett, a NEC spokesman, said any missing uranium at these facilities is probably due to bookkeeping errors or measuring." mistakes.

The suspect, whose identity hadn't been established by late Tuesday, was driving a car involved in a hit-and-run accident prior to the Monday night shooting incident, Los Angeles police said. The suspect, described as being in his 20s, died at the scene at 5045 Laurel Grove Ave. from gunshot wounds in the back and chest, investigators said. North Hollywood Area officer Robert M. Brodowy.

North Hollywood police said they later determined that the car driven by the suspect had been involved in a non-injury North Hollywood hit-run accident some hours before. Brodowy's pursuit of the suspect's car went about one mile, at speeds exceeding 60 m.p.h., investigators said. The suspect abandoned his car on the 12000 block of Hesby Street and ran into the residential area, going over a fence into the Laurel Grove backyard, police said.
